Background:

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of 20 weeks per assignment.

The OSCE has a co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce that delivers on the security priorities of participating States. The Talent Development Unit (TDU), as part of DHR, oversees and maintains the performance management process, and manages the learning and development function.

DHR/Talent Development Unit offers language courses to staff in many locations, diplomats, and their dependants. The language course terms are structured according to the academic year, with the first term held from September until January, and the second term held from February until June. Language classes are typically offered once a week for a duration of 1.5 hours in an online format. In addition to Russian and German, which have been offered for many years, in 2022 French was added to the languages on offer. Therefore TDU is seeking qualified French language instructors.

Objective of Assignment:

The OSCE is looking for French language instructors for levels from A1 to C2/Conversation.

Tasks and Responsibilities:

Under the supervision of the Talent Development Assistant, each consultant will perform the following tasks:

  1. Discussing with TDU the specific needs of the participants and ways to deliver the courses in the most interactive online format;
  2. Facilitating an agreed number of interactive, virtual French language courses (1.5 hours per course per week for a duration of 18 weeks);
  3. Structuring the language courses along the Common European Framework for Reference for Languages;
  4. Providing participants with a weekly summary of/follow-up to the classes;
  5. Being available, within reason, for participants´ questions beyond the weekly classes;
  6. Providing relevant course material, e.g. audio files, online handouts etc.

Necessary Qualifications:

  • Degree or course in adult education or equivalent professional experience in teaching French as a foreign language;
  • Minimum of 3 years of experience teaching French as a foreign language to many cultures;
  • Working knowledge of English;
  • Ability to design interactive exercises;
  • Knowledge of adult learning theories and modern learning techniques, including online teaching;
  • Experience working with international or diplomatic students would be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
