Background

UNDP has been the lead agency for supporting the Lebanon mine action authority LMAC since February 2010. It has been working with the LMAC as National Mine Action Authority (NMAA) and other stakeholders to counter the threats of landmines and unexploded ordnance (UXO) in Lebanon. UNDP Lebanon aims to assist the LMAC to be a national institution that effectively leads and manages mine action functions and responsibilities

LMAP strategy consists of gradually declaring all the regions of Lebanon free from mines following the latest prioritization study that takes into consideration safety, socio-economic benefits and international obligations as factors in determining the sequencing in the land release process. Five objectives in the 2020-2025 strategy which mirror the mission of the Lebanese Mine Action Program to continue to use the best and emerging practices to ensure an efficient, effective and relevant program in close partnership with stakeholders.

A successful strategy is the one reviewed to identify new opportunities within the program. This could be about improving the performance, updating methodologies, and benefiting from emerging practices and new technologies.

Based on the above circumstances and challenges, the project needs to hire Mine Action Programming Expert - international Consultant to conduct the midterm review of the LMAP’s Strategy with relevant outputs and results taking into considerations several national, regional and international elements.

Duties and Responsibilities

In order to achieve that, the international consultant will undertake the following tasks and activities:

  • Develop a Strategic Work Planning Midterm Review and Implementing Strategy Process and methodology for the existing Strategy plan.
  • Conduct a desk review including (at minimum) the following:

- Reviewing the existing strategy process (2020-2025) for the Lebanon mine action program and assessing its effectiveness in achieving its goals and objectives.

o Review the Vision/Mission statement and its impact on decision making

o Review the current strategic plan and the relevant strategic implementation plan against new opportunities and risks taking into consideration the “wide Theory of Change” approach.

o Review the draft exit plan.

o Investigate what has been missed and what should be incorporated into the revised strategic plan

o Investigate any strategic assumptions that have changed and their impact on the strategic plan.

o Identifying any gaps or areas for improvement in the current strategy and its implementation.

o Discuss strategies for ensuring that the strategic plan is carried out at the various levels (Board, staff, committees etc), including reviewing the strategic plan regularly, and strategic thinking processes.

- Collection and analysis of key documents by facilitator (constitution, annual report, financials, strategic and risk documents as agreed)

- Refer to the 7th Mine Action Forum’s action points

- Exiting strategies of the implementing partners and key donors to HMA in Lebanon,

- Theory of Change gap analysis and alignment to the strategy

  • Continuously engage with LMAC section heads and senior LMAC staff (and, as appropriate, with section staff) while working on the strategy midterm review;
  • Conducting interviews and consultations with key stakeholders, including program staff, local communities, and partners. Meet all the key HMA actors in Lebanon including but not limited to UN agencies, INGOs, NGOs and donors;
  • Host participatory thematic discussions with relevant stakeholders on core topics; such as residual risk, exit, capacity development, CCM completion plan, Landmine survey/clearance, completion plan, EORE, VA and fundraising and encourage the various thematic groups to suggest and formulate outcomes, outputs and activities for the strategy with corresponding indicators, means of verification and assumptions/risks. Workshop is required for discussion between all stakeholders.
  • Developing recommendations for revising or updating the strategy and its implementation, based on the findings of the review.
  • Preparing a report that summarizes the review's findings and recommendations.
  • Prepare a first draft of strategy midterm review and the Implementing Strategy, including a LFA matrix, incorporating inputs from all the key stakeholders;
  • Finalize the midterm strategy review and present it to LMAC for comments, before submitting it for validation by LMAC and UNDP;
  • Perform other tasks related to the formulation of the midterm Strategy review that may be required in coordination with the Project Manager.

Competencies

Competencies

  • Excellent written and oral communication skills;
  • Excellent command of the English language;
  • Experience in drafting strategies
  • Proven knowledge of the HMA programme
  • Military background is an asset;

Required Skills and Experience

Academic background:

A minimum of bachelor’s degree in engineering, business or any related field

Years of experience:

  • At least 10 years of proven international experience in Mine Action on an operational, strategic and programming level;
  • At least 3 years of demonstrated experience in moderating and organizing workshops and seeking consensus;
  • Prior understanding of the key Mine Action Stakeholders in Lebanon and the context in which they operate.
