Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. HeForShe aims to enable men to identify with the issues of gender equality and to recognize the crucial role that they can play to end the global inequality faced by women and girls, both in their own lives, and at more structural levels in their communities. The HeForShe campaign offers an innovative approach to achieving gender equality that recognizes men and boys as partners for women's rights and acknowledges the ways in which they also benefit from gender equality. Fenerbahçe Sports Club joined forces with UN Women under the HeForShe movement to advance gender equality and women’s empowerment in sports. As a result of this unique collaboration, Fenerbahçe aims to set an example globally by becoming a gender-responsive sports club which supports women’s empowerment and pioneering a number of initiatives in the sports community through the “Equal Together” movement until the end of July 2020.

As part of the goal for being an inclusive, gender responsive sports club, UN Women Turkey Office has identified four pillars of a holistic roadmap:

  1. Gender Analysis
  2. Gender Awareness Trainings
  3. Communication Strategy
  4. Transformative Advocacy

Under this collaboration, Gender Analysis of Fenerbahce Sports Club and Affiliated Companies has been done in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. Based on the findings, strategic recommendations on gender equality were developed in Fenerbahçe Sports Club.

In the next phase of the collaboration, implementation guidelines for the set of gender responsive sports institution principles will be developed with the engagement of relevant national and international stakeholders in sports. The objective of this implementation guideline is to:

  1. compile the set of principles through a desk research. The compiled principles will be covering but not limited to relevant United Nation’s Women’s Empowerment Principles (WEPs) and UN Women’s Sports for Generation Equality Initiative,
  2. adapt the compiled set of principles in line with the indicators used for the Gender Analysis of Fenerbahçe Sports Club which some of were originally developed in the Gender Equality in Sports: Mapping and Monitoring Study carried out as part of the Enhancement of Participatory Democracy in Turkey: Monitoring Gender Equality project implemented by the Association for Monitoring Gender Equality and some of were developed in light of the data collected from Fenerbahçe organization as well as global indexes (European Index Gender Equality-EIGE, sports statistics from Council of Europe's Eurostat and International Working Group Sydney Scoreboard) and international policy documents,
  3. instrumentalise and implement these guiding principles,
  4. contribute to the analysis and strengthening of existing work, the presentation of basic indicators, the reporting of practices and the further development of corporate policies and programs toward gender equality in sports,
  5. guide and assist sports sector institutions in strengthening their current efforts towards gender equality and women’s empowerment and in specifying and implementing their own model and present detailed information regarding the principles and steps required for the implementation of the principles.

The Guideline will be based on international policies; 1) UN policies (CEDAW, Beijing Declaration and Action Plan, Sustainable Development Goals, UNESCO Charter of Physical Education, Physical Activity and Health, Berlin Declaration, Kazan Action Plan; 2) European Commission gender and sport policies (Gender Equality in Sport: Proposal for Strategic Actions 2014 – 2020, Recommendation CM/Rec(2015)2 of the Committee of Ministers to Member States on Gender Mainstreaming in Sport, Mapping Existing Gender Indicators in Sports, Resolution on the Prevention of Sexual Harassment and Abuse of Women, Young People and children in sport); 3) IOC policies (Olympic Charter, Safeguarding Athletes from Harassment and Abuse in Sport-IOC Toolkit for Ifs and NOCs, Portrayal Guidelines for Gender Balanced Representation, Gender Equality Review Project).

Duties and Responsibilities

Under the direct supervision and overall guidance of UN Women Programme Management Specialist and in close collaboration with HeForShe Analyst, the International Consultant will be responsible for developing principles and implementation guide for gender-responsive sports clubs together with the national consultant. He/she is expected to work closely with the national consultant for all deliverables indicated within this term of reference.

In this respect, the expected results and objectives of the work of the International Consultant are as follows:

  1. Reviewing and providing input to the draft principles and implementation guideline for gender responsive sports clubs documents developed by the national consultant. She/he is expected to internationalize the guidelines in line with the international/global rules and standards for the sports. Consultant is expected to participate in Advisory Board meetings and reflect the outcomes of the Board to the draft document. UN Women will establish an Advisory Board to provide expert contribution to the project in order to maximize the quality and eligibility and the validation of the guideline in both national and international contexts.
  2. Mapping the relevant international networks and provide guidance/support to Fenerbahçe Sports Club to connect to these networks.
  3. Finalizing the principles and implementation guidelines for gender-responsive sports club together with the national consultant.
  4. Contributing the organization of an international conference on online platform (preparing the concept note and the agenda, identifying the international participants, etc) to gather national and international sports ecosystem. Expected outputs of the international conference are to set a platform for networking, introduce the principles and guidelines for gender-responsive sports club and provide an experience exchange platform and share Fenerbahce Sports Club-HeForShe collaboration as good practice.
  5. Carrying out any additional tasks related to the development of the principles and implementation guidelines for gender responsive sports clubs as jointly agreed upon with supervisor.

Deliverables and Payment Schedule

Duration of the assignment is from 15 September 2020 to 31 December 2020. Total number of working days is 16.

The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women Programme Management Specialist shall be the only criteria for Consultants work being completed and eligible for payment(s).

Payment Schedule:

The Consultant shall be paid upon successful completion of the deliverables in two installments as per the above table. Payment shall be affected only if all the deliverables in this TOR are submitted to UN Women Programme Management Specialist within the timeframes stipulated in the TOR and they are approved by Programme Management Specialist. Without submission and approval of the deliverables, Consultants shall not receive any payment even if they invest time for this assignment.

Mandatory Courses:

Mandatory courses for this assignment will be around 2 hours. The Consultant shall complete all the mandatory UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager.

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for financial evaluation.

An interview/written test may be used for the selection of best candidates.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily fee

The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Travel costs

This is a home-based assignment and no travel requirements are envisioned under this assignment In the case of unforeseeable travel, payment of travel costs should be agreed upon with UN Women in Turkey.

3. Currency of the price proposal

The applicants are requested to submit their price proposals in USD.
