Background:

Children worldwide suffer insidious forms of violence, exploitation, and abuse. Violence against children knows no boundaries. It happens in every country and in the places children should be most protected – their homes, schools and online. It can be physical, emotional, or sexual. In most cases, children experience violence at the hands of the people they trust. No matter their story or circumstance, all children have the right to be protected from violence, exploitation and abuse. Child protection systems help children access vital social services and fair justice systems - starting at birth. They reach out to the most vulnerable children, including those with disabilities; girls and boys who have been placed in alternative care; children uprooted by conflict, poverty and disaster; or living and working on the streets; or those who may become victims of child labour or trafficking or recruit into armed groups. Child protection systems prioritize children’s physical, mental, and psychosocial needs to safeguard their lives and futures.

Art is an intervention that integrates psychosocial support and human services by using “active art-making, creative process, and human experience. There is an old saying, “A picture is worth a thousand words,” which reflects the powerful effect that the arts and creative expression have on human understanding and communication.

People do not have to be artists or even “good at art” to benefit from art. This form of practice uses the power of the arts and different modes of communication to get individuals and communities to open up and engage with their therapy in new ways, which may enhance healing of all kinds.

This fits particularly well in the framework of the national violence and harmful prevention program. In fact, UNICEF Bangladesh adopts a community-led approach by which children and their communities will identify child protection concerns by finding solutions within themselves. Children will also learn how to cope in difficult times and support peers who are sufferings.

Purpose of Activity/Assignment:

UNICEF Child Protection section is seeking to engage an international art intervention expert who would visit and decorate Children & Adolescent Clubs (CACs) and Child Protection Community Hubs in different zones and engage children and community members in art.

Major Tasks/Milestone:

  1. Conduct field visits and provide inception report of the community-led art project in children and adolescent clubs and other platforms
  2. Identify a team of 30 local artists to develop as Core Trainers under MoWCA
  3. Coordinate with CP Manager, Planning officer and other relevant staffs in preparing work plan, budget, and implementation strategy.
  4. Decorate Clubs and Hubs
  5. Engage with community mobilizers, front liners to work as a team to understand the culture, demand and for smooth communication with the local trainees, including parents and communities
  6. Submission of monthly and completion reports to UNICEF

Deliverables/Outputs:

  1. Weekly mission report and coordination meeting minutes report.
  2. Weekly Progress report; coordination meeting minutes reports
  3. Progress report
  4. Decorate at least 30 platforms (children and adolescent clubs or sports premises, Child protection services hubs) with children and community members directly during the assigned period.
  5. Weekly and monthly meetings and report
  6. Completion reports along with all the deliverables documented by photos and registries of all participants in the activities

To qualify as an advocate for every child you will have…

  • Master’s in Art, Visual Arts, Painting from any recognized university.
  • Minimum 10 years of professional work experiences in the field of Arts.
  • Working experience with children and adolescents, especially marginalized groups would be a preference
  • Working experience with low literacy community and parents would be an added advantage
  • Good written and oral communications skills for reporting is required
  • Demonstrate strong competencies in drive for results, communication and working with people.
  • Experience in working with government counterparts and civil society organizations will be an asset
  • Willingness to travel frequently, including hard to reach and remote areas every week
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
