Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. How can you make a difference?

This assignment is intended to increase the level of strategic and operational support provided to UNICEF Sudan’s presence in the field through facilitating technical improvements and widening capabilities in terms of how and where vulnerable Sudanese are reached. The purpose of the assignment is to provide a focal point to drive issues of innovation across office divisions and activate UNICEF’s preexisting expertise to contribute to these improvements.

Key Activities/Tasks:

  1. Operationalise UNICEF engagement in South Kordofan and Blue Nile SPLM-N controlled areas following interagency and UNICEF protocols.
  • Represent UNICEF at and engage with the UNOCHA led technical working group on the two areas.
  • Manage engagement within the SPLM/N controlled areas, including facilitating technical discussions, and programming requirements between UNICEF sections and Counterparts.
  • Contribute to the planning and design of activities and initiatives in the same regard. This element is heavily dependent on the unfolding political context and as such, duties could expand or reduce considerably.
  1. Facilitate and coordinate initiatives to improve Field Office efficacy in areas identified by CFOs and the Country Office in Khartoum.
  • Improving areas of accountability shared between offices and sections and developing initiatives that benefit multiple spheres of operation.
  • This may include, but is not limited to, procedural improvements through bottleneck analysis such as partnership development and recruitment processes, humanitarian prepositioning, end user supply and warehousing improvements.
  • To facilitate, integrate, pilot and establish operational and programmatic initiatives into field office area of responsibilities. These include but are not limited such as private enterprise engagement, community engagement, integration of peacebuilding concepts etc.
  1. Perform a feasibility study into Emergency Humanitarian Cash transfers in the UNICEF Sudan context.
  • This will include an analysis of current HCT programmes in other agencies and in other similar contexts, and how such a programme could be established within UNICEF Sudan.
  • This is intended to lead into the development of an HCT programme and so will require planning and initiating a pilot scheme. Representing UNICEF at the Sudan HCT working group.
  1. To facilitate, integrate, pilot and establish operational and programmatic initiatives in Sudan. community engagement, integration of peacebuilding concepts etc.
  • Identify opportunities and locations for new initiatives.
  • Work alongside and coordinate with relevant UNICEF contributors to plan, design and operationalize initiatives.
  • Undertake documentation and reports, as required

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Development, International Relations, Social Science or any related technical field.
  • A minimum of [Five years] of relevant professional experience in the field of coordination and emergency. Demonstrated understanding of operational processes within the development and humanitarian context.
  • Multi-donor and multi-sector programming, monitoring and reporting
  • Knowledge and experience in cash transfers, market survey and market creation
  • Strategic knowledge of UNICEF Sudan process and operations.
  • Demonstrated coordination skills and problem-solving abilities.
  • Analytical, communication, team building and leadership skills.
  • Computer skills, including internet navigation and various office applications.
  • Ability to meet deadlines, work under stress and work with minimal supervision in challenging environments
  • Knowledge of working in countries with protracted and rapid onset emergencies.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English (oral and written), knowledge of Arabic will be an asset though not essential.
