As part of the activities of the campaign, the African Union Commission in collaboration with UNICEF held a Technical virtual meeting of Senior Officials responsible for birth registration to reflect on challenges and opportunities to accelerate birth registration within the COVID-19 context and beyond. The meeting recommended among others the development of continental strategy to achieve Universal Birth Registration (UBR) by 2030 in Africa.

Purpose of the Job

Join our team as a consultant to provide high quality, timely technical assistance for the design of an African Union strategy for Universal Birth Registration by 2030.

How can you make a difference?

Scope of Work:

1. Goal and Objective: The main purpose of this consultancy assignment is to develop in consultation with key partners an AU strategy document for achieving Universal Birth Registration in Africa by 2030 within the framework of the NoName Campaign launched by the AU and UNICEF on June 17, 2020 and as part of the 2017-2026 decade for repositioning CRVS in Africa and the UNLIA agenda

The continental strategy document to be adopted by the 6th Conference of Ministers responsible for Civil Registration (2021) will cover the following elements:

  • Harmonization of policy and legal framework on birth registration;
  • Country level actions
  • Regional initiatives
  • Innovation in birth registration
  • Monitoring and Evaluation framework and tools
  • The role of the AUC, RECs and Specialized Institutions
  • Communication and rollout plans
  • Funding
  • The Role of partners, especially members of the CRVS Core group

2. Provide details/reference to AWP areas covered: This assignment supports the implementation of the output 1.1 on Enhanced AU Child Rights and Protection program of the Office annual work plan 2019-2020. The UBR continental strategy is one of the key deliverables of the NoName Campaign roadmap that was adopted by participants at the AU Senior Officials Technical virtual meeting held on August 11, 2020.

3. Activities and Tasks: The consultant will be expected to carry out the following tasks:

    • Conduct a desk research for a mapping of key actors working on birth registration in Africa;
    • Assessment of existing strategies on birth registration;
    • Document best practices related to acceleration of the registration of newborn in 5 AU Member States taking into account regional representation;
    • Conduct stakeholders’ consultation (virtual or face-to-face);
    • Draft the strategy document;
    • Facilitate the review and validation process of the draft strategy document;
    • Participate and present the draft strategy at meetings organized by AUC and UNICEF.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Law, International Humanitarian Law, Development Studies or other related Social Sciences disciplines;
  • A minimum of 8 [Eight] years of relevant professional experience in Children’s issues, for at national, regional or international level, for AU, ministry, UN or NGO,
  • Solid knowledge and understanding of the Birth registration and legal identity agenda on the continent
  • Prior experience in research work including drafting policy and program strategy documents is highly desirable;
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
