KEY OBJECTIVES OF THE CONSULTANCY:

To support the Country Office over the next critical months, UNICEF Libya seeks a consultant to support the Country Office in drafting key documents over the next six months, including

(a) the end of the year Summary Narrative 2021: The end of the year Summary Narrative is a 6-10 page annual report. It will be largely drawn from the extensive narrative and quantitative reporting completed by the Country Office as part of its end of the year reporting through RAM. The consultant will not be required to work on other components of the end of the year reporting;

(b) Humanitarian Action for Children 2022-2023: During the first quarter of 2022, UNICEF will develop its Humanitarian Action for Children, which is a brief fundraising document that outlines humanitarian priorities based on the interagency Humanitarian Response Plan. The PMU and the Emergency specialist will take the lead in development of strategy and the quantitative components of the HAC. The consultant will be required to support the drafting of the narrative components of the HAC.

(c) Programme Strategy Notes for new Country Programme (2023-2025): UNICEF is in the process of releasing new guidelines for the development of Programme Strategy Notes which will significantly reduce the length and density of these documents. Using the new guidelines, section leads in Libya Country Office will go through a results based management training in October. During this training, the sections will work on their Theory of Change and Results Matrix. The consultant will be ased to support in drafting the other components of the Programme Strategy Notes in close coordination with the PMU and Deputy Representative, as well as the sections; and

(d) the Country Programme Document (2023-2025): Following the development of the UNSF priority areas and UNICEF’s Programme Strategy Notes, the consultant will be asked to draft the Country Programme Document during the first quarter of 2022. The consultant will be required to work with the PMU, sections and the Deputy Representative to respond to comments from the RO. Subsequent comments (HQ, etc) will be dealt with directly by the Country Office.

The consultant will work remotely under the direct supervision of the Deputy Representative of Programmes and in close coordination with the Programme Monitoring Unit. As required, he/she will work in coordination with Libya Country Office Special Representative and relevant programme sections.

DELIVERABLES:

A total of 48 consultancy working days are estimated for this assignment (per delivery estimation shown below). The international consultants is expected to produce and submit following deliverables, with support from the national consultant :

  • Three Programme Strategy Notes and three cross-sectoral Programme Strategy Notes (in line with new guidelines, each Programme Strategy Note will be on longer that 5 pages) (20 days)
  • Summary Report for 2021 (estimated 6 pages) (5 days)
  • Narrative components of the Humanitarian Action for Children 2022 (estimated 2 pages) (3 days)
  • Country Programme Document (estimated 11 pages) (20 days) All submissions should be electronic.

All materials submitted to UNICEF should be delivered in English

Two payments are envisaged during this consultancy:

  • § First instalment: Upon UNICEF’s acceptance of the draft Programme Strategy Notes- 41%
  • Second instalment: Upon satisfactory delivery of the draft Country Programme Document – 59%

To qualify as an advocate for every child you will have…

The assignment is expected to be undertaken preferably by one consultant Financial proposal, letter of motivation, resume and samples of research/writing should be submitted to apply for this position. These will be scored against 100 point scale. Twenty points (20%) will be allocated to the financial proposal and the technical proposal will be scored against 80 points (80%).

The qualifications for the international consultant are as follows:

Background: Recognized institution/researcher with proven experience in public policy, social policy and policy analysis, public finance and child/human rights

Education: Advanced degree in social sciences, international development or related fields relevant for the assignment an Advanced University Degree.

Expertise and skills:

  1. Strong analytical skills – references to previous work or institutions
  2. Excellent written English
  3. At least 5 years of relevant experience in development of analytical reports and policy documents related to children and adolescents Previous experience with UNICEF, especially drafting annual reports and Country Programme Documents
  4. Knowledge of human rights-based approach to programming
  5. Knowledge of Libya is an advantage

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
