Background:

As the largest regional security organization in the world, the Organization for Security and Co-operation in Europe (OSCE) has an important role to play in addressing the comprehensive aspects of women’s and men’s, girls’ and boys’ human rights and security. The Gender Issues Programme of the Office of OSCE Secretary General works towards the implementation of the 2004 OSCE Action Plan and relevant Ministerial Council decisions and supports systematic efforts to mainstream gender equality across the Organization in all its policies, programmes, projects and activities in three dimensions (Politico-Military, Economic and Environmental and Human) of comprehensive security.

The OSCE’s multi-year, comprehensive project “WIN for Women and Men - Strengthening Comprehensive Security through Innovating and Networking for Gender Equality” aims to advance gender equality as a necessary prerequisite for achieving and maintaining stable, prosperous and peaceful societies in the OSCE area. The WIN project aims to accelerate the implementation of the OSCE 2004 Action Plan for the Promotion of Gender Equality and the Women, Peace and Security Agenda.

One of the result areas of the project is on awareness raising on different thematic areas on the nexus of gender equality and security. A project visibility and branding guideline is in place and communication strategy has been developed. For more information on the project: www.winprojectosce.org.

While the project is implemented OSCE-wide, and particularly in Eastern Europe, South-Eastern Europe, South Caucasus and Central Asia, specific communication deliverables will be planned around the WIN project activities implemented in Ukraine.

Objective of Assignment:

The OSCE Gender Issues Programme/WIN Project is looking to recruit a Communication Expert to support with the design, roll-out and monitoring of the communication activities under the extra-budgetary project “WIN for Women and Men - Strengthening Comprehensive Security through Innovating and Networking for Gender Equality”. The Communication Expert shall lead, implement and review communication and visibility activities for the project. The expert shall work under direct supervision of the WIN project Manager, in close cooperation with the WIN project team and in consultation with OSCE Gender Advisers and the OSCE Communication and Media Relations Section.

Duration of Assignment:

Max. 55 days

Tasks and Responsibilities:

The Communication Expert shall be assigned the following tasks:

1) Develop and update communication work plans for the project, that include concrete outputs on awareness raising on key thematic areas, showcase the project’s results, and increase the visibility of the project and donors to a variety of target audiences

2) Develop proposals for and coordinate the execution of multimedia contents, such as GIFs, animations, videos and infographic, in cooperation with the project’s graphic designer

3) Plan, design and execute communication deliverables for the activities and events planned for the project, including drafting and/or editing feature stories, articles, press releases/news items, social media messages, project summaries and updates and other relevant outputs

a. Plan, design and execute an OSCE-wide campaign for the 16 Days of Activism on combating gender-based violence

4) Liaise with translators, graphic designer, editor and other relevant stakeholders to ensure the completion of communication deliverables from conception until delivery and reporting in due time and in line with OSCE communication guidelines, quality standards and official agreed language.

5) Manage multimedia material and photo gallery for the project, including collecting, storing, editing and using photos and video recordings and other multimedia material for the project.

6) Perform any other relevant communication and visibility task, as required.

Necessary Qualifications:

    • Advanced University degree in Communications, Marketing, Media Production or related field or a fist level university degree with at least two years of professional experience in communications field in addition to the years of professional service required.
    • Minimum 3 years of professional experience in marketing, communication or media production, including practical skills in media production, such as drafting news stories, videos or photos content production.
    • Proven experience in the field of communication on gender equality and women’s empowerment, where knowledge of specific topics, such as the Women Peace and Security agenda or/and Gender-based Violence would be a significant asset.
    • Experience working with international or regional organizations and/or with the OSCE is an asset;
    • Knowledge/Experience with working in South-East Europe, Eastern Europe, South Caucasus and/or Central Asia is an asset;
    • Excellent knowledge of English including excellent communication and drafting skills; knowledge of one or more additional languages, in particular Ukrainian and/or Russian would be a strong asset;
    • Expert knowledge of relevant software packages including Microsoft Office and multimedia production software would be an asset.
    • Computer literacy with knowledge of the Microsoft Office package;
    • Good communication skills, initiative and problem-solving skills;
    • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
