Purposes of the position

The purpose of this consultancy is to strengthen integrated case management for child protection, notably through development of a coherent information management system for case management. The work to be undertaken will build of existing initiatives and efforts to date and relevant guidance and tools, including principles of user-centered design[1] and ‘Integrating Case Management for Vulnerable Children: A process guide for assessing and developing an integrated case management system in Eastern and Southern Africa’ (2017).

The assignment includes several activities, including mapping and assessment of the data flow mechanisms, tools/forms being used across different sectors relevant for the provision of child protection services and to identify the key areas of intervention to strengthen the coordination among these sectors to help ensure the establishment and functioning of an integrated case management framework including for cross border case management and children on the move. This work must be sensitive to and protective of the sex, age, gender, ability/disability, socio-economic status, legal identity and other individual or group makers of difference. This will also include reviewing the current case management systems for refuges (within refugee camps, supports by UNHCR, ARRA and NGOs) to consider how these maybe progressively linked with national case management systems. Lessons learned and good practices from the significant investments in refugee case management in Ethiopia (notably in the larger refugee camps) may also inform the design of the integrated case management system.

Following this, the consultant will develop and implement a strategy for coherent information management for case management, including review, refinement and harmonization of forms and tools in line with national frameworks and standard operating procedures (SoPs) and operationalizing good practice such as confidentiality, do no harm and the need to know principle. This is to be done across the sectors in the eight regions so that they capture specific aspects of the service required by the child and monitor the progress of this service provision up to closure of the case.

The consultant is also required to assist in reviewing and developing minimum quality standards, SoPs, protocols, harmonized forms and tools related to the provision of a minimum quality response of services at all levels. In this regard.

These forms and tools will be guides by the National Case Management Framework although they may be adapted to sectoral and regional contexts to ensure that the mandates and specificity of each region is maintained. The simplified data flow system and forms will be rolled out in the regions through all relevant sectors to help ensure uniform application.

The consultant will also assess the requirements to develop an information management system that tracks and supports the child protection case management system including scoping of the case management business process as laid out in the draft National Case management Framework and guidance[2], mapping information flow, developing the information management system architecture, supporting testing and implementation of the information management system, assessing capacity of staff and designing a capacity development tool, and assessing the infrastructure requirements for both a paper-based IMS and the support of a phased plan for piloting digital case management solutions (CPIMS+/Primero) in the identified regions, including infrastructure requirements such as computers, servers, internet, office space, etc.

Reporting

The Consultant will be accountable to and reporting to the Chief, Child Protection, with a secondary reporting line to the Child Protection Specialist (VAC Output Lead), and Child Protection Specialist (thematic lead for on children on the Move).

The Consultant will also work closely with the national Child Protection Specialist in the Country office leading the finalization and roll out of the National Case management Framework, the Child Protection Specialist and officer in the focus regions and will provide direct support to and work closely with the national VAC Consultant supporting the BSRP regions and also the one working on the “Children on the Move’ Programme. The consultant will also work closely with UNICEF Child Projection Specialist in Headquarters and Regional offices working on the CPIMS+/Primero to incorporate learning and applications to the work I Ethiopia, including but not limited to cross-border case management and interoperable systems.

Key roles and responsibilities

Working closely with the Ministry of Women and Children Youth (MoWCY) and the regional Bureaux of Women and Children Affairs (BOWCAs) and Bureaux of Labour and Social Affairs (BOLSAs) and Federal Attorney General and Federal Supreme Court (particularly where Regional Attorney General is the statutory lead of the One Stop Centre), and reporting regularly to the Federal Attorney General’s Office as the coordinating institution for Violence against Children and Women (VACW) in Ethiopia, the consultant will be responsible for the following specific tasks:

1. Support implementation of paper-based child protection information management system including continuous review and refinement of tools/forms already developed for child protection case management in line with the national child protection case management framework (Continuation of action in last TOR including revision)

  • Taking forward the existing evidence on data flow mapping undertaken in four regions (Amhara, Benishangul Gumuz, Gambella and Somali); assess data flow processes in all eight regions related to child protection cases in all relevant sectors and institutions (notably BOWCA, BOLSA, One Stop Centers and Special Investigation Units) and, if/where possible police stations through the Police Commission at federal, Addis Ababa and regional levels to identify the key tools and processes in place for managing a reported child protection case, including case of violence[3]. This includes consideration of appropriately capturing and protecting the sex, age, gender, ability/disability, socio-economic status, legal identity and any other relevant individual or group characteristic.
  • Compare the tools under the National Case Management Framework and other relevant tools (i.e. from countries participating in the ‘children on the move' programme) and develop a plan to harmonize them across the different sectors and to incorporate cross border case management.
  • Finalize the the paper-based case management reporting tools and interim child protection case management database in consultation with the Ministry of Women, Children and Youth (MoWCY) and regional bureaus (including other sectors at federal and regional level) and support MOWCY and regional bureaus ( and other relevant sectors) to implement paper-based child protection information management system (across all eight regions)
  • Finalize the data protection and data sharing protocols in consultation with MOWCY (along with the child protection case management technical working group) and facilitate endorsement of the same by the MOWCY (along with TWG) and prepare a plan of action with Federal partners and UNICEF Regional offices (and UNICEF Headquarters/Regional Offices vis-à-vis the cross-border dimension) in their testing and roll-out, including training.

2. Test and Roll-out the protocols, forms and tools for child protection at Federal and Regional levels and for cross-border case management (continued from last TOR)

  • Upon endorsement, facilitate translation of the protocols, forms and tools into all relevant regional languages.
  • Based on the plan of action develop a roadmap with key milestones for testing and rolling out orientation and training for federal service providing centers (one stop centers, police stations, special investigation and prosecution units in Addis Ababa) and those in each of the regions.
  • Coordinate with partners to organize field testing in identified regions and for cross-border cases.
  • Prepare training package on CPIMS by elaborating the IMS module of the Child Protection Case Management training manual, and based on the endorsed IMS Guidelines, Data Protection and Data Sharing Protocol in coordination with the HQ Primero team
  • Define the criteria for selection of participants for the training on IMS and database management
  • Co-facilitate trainings with UNICEF Child Protection Specialists and Officers from the Country Office and Field Offices and UNICEF Country Offices participating in the ‘Building Self-Reliance and ‘Children on the Move’ programme for government staff from different sectors on proper IMS practice, the tools and their use. NB: depending on when this is done, this may also be an opportunity to introduce the participants to the National Case Management Framework for Child Protection.
  • Co-facilitate training of identified social service workforce and associated work forces in the identified regions, on proper IMS practices.
  • Plan and execute follow up mission to the Regions to provide hands on support and coaching for the staff managing the tools to ensure that data is captured well and key principles for data management are followed.
  • Convene regular meetings at national level with MoWCY, Federal Attorney General and other key ministries to share and exchange results, constraints and how they are being addressed in relation to testing of the CPIMS+ and paper-based information management.

3**. Assess the readiness and feasibility of and design a phased approach to a digital information and case management system and informed by the CPIMS+/Primero *(New)***

  • Assess the functionality and efficiency of data base management for child protection based on reports and inputs from the different sectors at both regional/national levels and UNICEF Field Offices
  • Provide insights to the global Primero team on the technical landscape, capacities, and technical literacy of the target user population
  • Develop a prototype of the digital information and case management system and conduct usability testing
  • Organize an orientation workshop with MoWCY, Federal Attorney General and other Federal ministries to introduce the proposed plan and system and gather feedback. Produce a comprehensive report of the development, testing, deployment and user acceptance testing of the information and case management system for both the paper-based and digital systems.
  • Follow up with technical support on the case management process and information management to strengthen child protection system.

  • Contribute technical training of the 600 Social Service Work Force for child protection newly recruited by CoTM Programme including Government Woreda level Child Protection Experts in Child Protection Case management and Information Management (paper based).
  • Facilitate finalization of the draft Information management Systems Guidelines and endorsement of the same by the the Ministry of Women, Children and Youth to that will support the testing and rollout of the government Child Protection Information Management System.
  • Finalize the deployment of Primero/CPIMS+ in the refugee context by providing technical support on the step for migration from IA CPIMS to Primero/CPIMS+ after final endorsement of the required administrative documents (such as Data Protection and Information Sharing Protocols, Terms of Use)
  • Ensure alignment, harmonization of data sets (from refugee to refugee camps; from refugee to National Case Management Framework) through training, quality assurance and technical support to CP working groups at national and regions
  • Documentation of all agreements, processes, and monitoring the quality and alignment of these documents to global good practices.

Time bound

  • Develop and present relevant training materials on information management system building on the IMS module of the Child Protection Case Management Training Manual and using the IMS Guidelines, Data Protection and Information Sharing Protocol for the trainer of trainers training as part of the testing and roll out of the NCMF in Ethiopia by May 2021

  • Provide technical support in the rollout of the Primero/CPIMS+ testing in 6 selected testing sites in development context and refugee context in Gambella and Somali regions).
  • Provide routine and structured support to all the testing sites for primero in consultation with UNICEF HQ Primero focal person
  • Provide technical support to coordination, training, implementation/oversight of implementation, quality assurance of data/setting up of minimum data sets at National and Refugee Hosting Areas through regular communication and technical assistance missions
  • Monthly report detailing technical support to case management and CPIMS+ roll out

Final

  • A final report which captures development, testing, deployment and user acceptance of the case and information management system for both the paper-based and the digital system, including for cross border case management

Logistical support

  • UNICEF will provide the necessary office space while the consultant is Addis Ababa and in the regions.
  • The consultant is expected to use her/his own computer/laptop and communication equipment’s and stationery items required for the consultancy.
  • The consultant shall be paid DSA as per UNICEF rules and regulations while travelling outside of Addis Ababa.

Expected educational background, experience and competencies

Background and experience

  • An advanced university degree preferably at an advanced level, in a subject area relevant to case and information management systems.
  • Extensive work experience relevant to child protection or social protection information management systems will be considered as a replacement for formal qualifications at an advanced level.
  • Formal training and demonstrated senior-level experience in case and information management systems, including experience with IA CPIMS and CPIMS+/Primero.
  • At least five (5) years progressive work experience within NGO and government environment in information management systems, preferably in the areas of child protection, social protection Programmes, including monitoring and capacity building.
  • Excellent writing and presentation skills.

Core competencies

  • Strong understanding of result-based management concepts, including logical framework and programme monitoring.
  • Proactively established and maintain working relations and share ideas through information management networks and promote synergies with other sectors.
  • Diplomatic skills and able to establish excellent working relations with partners in order to develop/strengthen case management and IMS across CP-related sectors.
  • Proven experience in delivering capacity building, including training.
  • Ability to perform several tasks in a timely manner with a focus on quality.
  • Ability to communicate key messages to different audiences.

Technical competencies

  • Proven technical experience in development of information management system including development of data protection protocols, data sharing protocols, child protection information management system guidelines and training materials for child protection case management.

Policy both parties should be aware of:

  • Under the consultancy agreements, a month is as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
  • Consultants are not entitled to payments of overtime. All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.
  • No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station
  • Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultant will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Heath statement for consultant/ individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • The form “Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival, at the HR Section.
