Background

The Project “Enhancing Access to Justice for Women in Asia and the Pacific: Bridging the gap between formal and informal systems through women’s empowerment and reduction of gender biases” is a five-year programme in the Asia Pacific region that began implementation in 2018, with the generous support of the Government of Sweden. The goal of the project is to enhance access to justice for women in Asia and the Pacific, bridging the gap between formal and informal systems through women’s empowerment and reduction of gender biases. In realising this goal, the programme partners – UN Women, the International Commission of Jurists (ICJ) and the Office of the High Commissioner for Human Rights (OHCHR) focus on the following outputs: (1) Domestic laws adopted and court decisions are consistent with international human rights law and standards, including CEDAW; (2) Gender discriminatory attitudes and stereotyped behaviours towards women by formal and informal justice providers are addressed; and (3) Grassroots women’s organizations and community-based women’s organisations are empowered and well-positioned to document, monitor, liaise and facilitate interactions with formal and informal justice providers.

Duties and Responsibilities

Under the supervision of the Programme Specialist, the Consultant will be responsible for supporting the design, planning and implementation of advocacy strategies and outreach initiatives associated the Access to Justice programme priorities, as well as building a stronger knowledge base for scaling up regional efforts to enhance women’s access to justice. The Consultant will work closely with the Regional Office’s Access to Justice team, relevant UN Women country offices across Asia and the Pacific, and internal and external stakeholders, as necessary.

Roles and responsibility

The Consultant will have the following roles and responsibilities:

Advocacy and outreach:

  • Provide technical advice to the Programme Specialist and team members on advocacy and outreach using innovative methods designed to facilitate multi-stakeholder engagement, and multi-disciplinary collaboration to drive change;
  • Collect web performance statistics for UN Women and donor reporting
  • Analyze social media and web performance statistics and provide concrete recommendation on how to increase outreach.
  • Propose methodologies for advocacy and outreach, identifying appropriate medium, target audience, and effective dissemination.
  • Develop and maintain distribution and outreach list and regularly analyses engagement.
  • Support campaign initiatives, spotlighting existing and innovative approaches to enhancing justice;

Knowledge management:

  • Support the development, production and dissemination of knowledge products, including research, reports, briefs, and other materials.
  • Translate technical information and analysis into plain language guidelines and factsheets for a non-specialized reader.
  • Support collaboration and exchange of information with justice knowledge holders, including academics, non-governmental organizations, and data specialists.

  • Develop and implement dissemination plans relating to knowledge products.

Event management:

  • Assist in the planning, design and delivery of events (in-person and virtual), from technical meetings to high-level roundtables and events.
  • Create a master plan for all events, and create event plans for each individual event, identifying timelines and deadlines, budgets, logistics, and roles and responsibilities;
  • Manage the development of information assets associated with events, such as invitations, agendas, presentation materials, audio-visual materials, and materials for participants; as well as coordinate with other team members on press releases, feature articles, speeches, backgrounders and others;
  • Execute on-site logistics and virtual technical aspects of events, including but not limited to digital platform management (e.g. Zoom) and presentation of materials (driving presentations, videos, etc);

  • Coordinate with service providers, such as interpreters and translators to ensure inclusivity;

  • Act as the primary point of contact for event-planning purposes;
  • Provide recommendations to strengthen engagement and success of events.

Contract period and work location

The contract will be for 120 working days (between 18 April 2022 – 30 September 2022).

The consultant will be based in Bangkok, Thailand, having regard to COVID19 protocols and restrictions.

Payments

Each payment will be issued upon acceptance and approval of a delivery report showing progress on deliverables stipulated in the table below by the Programme Specialist - Access to Justice - Governance, Peace and Security, UN Women Regional Office for Asia and the Pacific. The expected deliverables will be done in close collaboration/supervision of UN Women personnel.

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
