This is a Consultancy contract. More about Consultancy contracts.

UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.

Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.

And we never give up.

For every child, childhood.

The overall goal of the current UNICEF country partnership with the Government of Bulgaria for 2018 - 2022 is to support the efforts of Bulgaria to further advance its progress towards the sustained realization of children’s rights, with particular attention to the rights of the most vulnerable children and their families. The current Country Programme is entering the fourth year of implementation and the analysis of the situation of children will be one of the primary sources of information for programme interventions in the next programme cycle (2023-2027) that will be planned in consultation with the Government.

This year, the Country Office will develop a new Country Programme Document (CPD), which will be based on the Programme Strategy Note spelling out the priorities and expected results of the cooperation between the Government of Bulgaria and UNICEF in the interests of children.

- Support the development of the Programme Strategy Note (PSN) with the team and finalize it, including the overall comprehensive Theory of Change for the country programme. Ensure that PSN has the clear Results Structure in line with the global standard indicators as well as regional flagship results, where relevant, and national priorities.

- Incorporate the CO, RO and national stakeholders’ comments and suggestions to finalize the PSN.

- Support the drafting the Country Programme Document (CPD) for 2023-2027, including Results and Resource Framework (RRF).

The expected final products of this consultancy are:

  • Draft Programme Strategy Notes and TOC by 15 October 2021
  • Finalized Programme Strategy Note by 30 November 2021
  • A draft of Country Programme Document by 10 December 2021
  • Finalized CPD text to incorporate the comments of the regional advisors and national counterparts and a draft RRF by 30 January 2022

The products should be developed in accordance with UNICEF guidelines and templates.

The expected duration of the consultancy is 50 working days over a period of September 2021 - February 2022 including one in-country travel to UNICEF country office in Bulgaria . The actual duration of the assignment and schedule of activities will be agreed with consultant based on the proposed implementation plan.
