How can you make a difference,

The consultant is expected to provide technical and managerial assistance to the below.

  • Arrange and coordinate overall Monitoring and Evaluation (M&E) of the KOICA supported project in Kilinochchi
    • Provide technical assistance to baseline analysis
    • Coordinate regular data collection in collaboration with UNICEF Kilinochchi Field Office
    • Undertake regular field monitoring as situatoin permits
    • Provide technical inputs to the donor reporting (i.e. biannual report) and coordinate among relevant stakeholderes to collect inputs
    • Coordinate overall communication and coordination on M&E with KOICA Sri Lanka Office
  • Provide technical support to M&E system strengthening on quality in Northern Province
    • Undertake technical review of the existing government monitoring systems and tools, and summarize recommendation on improving the monitoring tool
    • Coordinate with the monitoring officers of Kilinochchi Zonal Department of Education as well as Northern Provincial Department of Education, for planning and piloting of the improved monitoring tools and their user manuals
    • Lead the piloting of the monitoring tool and the user manuals in Kilinochchi Zone and, if possible, in Northern Province
    • Document learnings of piloting the monitoring tool to propose recommendation on the next Phase
  • Monitor overall implementation of teacher capacity building component of the KOICA-supported project in Kilinochchi
    • Lead overall internal planning in consultation with focal points of each thematic area by coordinating amongst UNICEF Country office, Kilinochchi Field office, and relevant CSO partners
    • Provide technical and managerial support to overall partnership management for implementation, by preparing and reviewing partnership documents and budgeting
    • Provide technical inputs development, designing, and roll-out of the intervention on Building Reading Culture and Inclusive Education component
    • Lead the overall planning of exposure visit to Korea tentatively scheduled in 2021
  • Monitor overall implementation of construction of the KOICA supported project in Kilinochchi
    • Monitor the progress of construction by leading coordination and communication with UNICEFs construction engineer
    • Lead coordination and communication with KOICA Sri Lanka Office on construction component
  • Provide inputs to planning and implementation of community awareness programme
    • Undertake technical review of reports and documents submitted by CSO partner on Building Reading Culture and Children with Disability
    • Coordinate among UNICEF Kilinochchi Field office and resource teams for planning and implementation of community awareness activities on Building Reading Culture and Children with Disability
  • Monitor the implementation of WinS/IPC in target schools in Northern Province
    • Monitor supply components including establishing hand washing facilities and provision of IPC items
    • Monitor planning and implementation of IPC trainings and its school-level implementation
    • Arrange and coordinate Knowledge Management of UNICEFs COVID-19 response and supports
    • Create internal knowledge management platform/s for UNICEFs COVID-19 response and supports
    • Document key resources as per the categories such as continuous learning, data, safe school re-opening and etc., in coordination with the colleagues in Colombo as well as Field Offices
    • Lead evidence generation on safe school re-opening and learning recovery in relation to COVID-19 crisis, by conceptualizing case studies, designing methodologies, and writing the case studies, in coordination with the colleagues in Field Offices.
    • Monitor alternative learning and safe returning to school
    • Develop data collection tools
    • Coordinate data collection, in collaboration with UNICEF Field offices
    • Undertake technical review/analysis of the collected data to produce analytical report
    • Coordinate and provide inputs to Disability and Inclusive Education
    • Coordinate among country-level partners to provide consolidated inputs for a regional study on Inclusive Education
    • Lead coordination among country-level partners particularly within Ministry of Education and National Institute of Education (NIE) for discussion on review/revision for finalization and implementation  of a draft version of policy on Inclusive Education
  • Provide technical supports to Child-Friendly-City Initiative
    • Lead capacity building of staff of Batticaloa Municipality on CFC, by providing technical inputs on designing and implementing the capacity building programmes/activities
    • Undertake technical review of reports and documents submitted by implementing partners
    • Arrange and coordinate overall monitoring of the implementation of the CFC initiative in Batticaloa, including analysis of relevant data collected

Work relationships: The consultant will be supervised by the Chief of Education of UNICEF Sri Lanka. The consultant will also receive guidance by the Chief of Social Policy on the assignments related to CFC. The supervisor will provide guidance on the expected deliverables for the assignment as well as punctual feedback on draft products. The consultant is expected to work closely with relevant staff of Education team and Social Policy team of UNICEF (both in Colombo and field offices), and the relevant partners including government officials, NGOs, and etc.

Outputs/Deliverables:

  • Work plan to be submitted on the first working day of every month during the contract period
  • Monthly report on the implementation of the workplan to be submitted on the last UNICEF working day of each month during the contract period, accompanied by deliverables produced during the month.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Education, Social Sciences, International Development or any other relevant field.
  • A minimum of 5 years of professional experience in relevant field/tasks, preferably in a developing country(ies). Knowledge of and experience in the education sector in Sri Lanka is a strong asset. Working experience in UNICEF/UN or other international development organization, as well as with the government is an asset. Working experience in / with KOICA is a strong asset. Strong knowledge of and Experience on working on Child Friendly City Initiatives is an advantage.
  • Strong analytical skills as well as excellent professional English writing skills are mandatory
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
