Background

The WCAR July 2020 PBR approved 36 new positions and 6 upgrades for Mali Country Office, as part of the new Country Programme (2020 – 2024). Consequently, the Mali HR Unit is requesting to hire an individual contractor to support the implementation of the PBR recommendations, in order to fill the newly established/upgraded positions, and regular recruitments (replacements) within the last quarter of 2020. Furthermore, the individual contractor will assist the Mali HR team with the high volume of TA recruitment (Emergency and specific assignments); as well as the management of non-staff contracts (Consultant and Individual Contractors).

Scope of Work

Under the general guidance of the Human Resources Manager, the selected candidate will contribute to filling vacant / upgraded positions that were established as part of the WCAR July 2020 PBR , support regular recruitment (replacements); TA recruitment and provide assistance in the on-boarding and orientation of new staff as follows:

  1. Staff Recruitment & Selection
  • Through a business partnering approach, guide managers to identify staffing strategy options that best matches their business needs;
  • Develop a system that provides managers with a list of ‘ready to hire’ from multiple feeder pools (talent groups, rotation list, completed TOD, and eligible to apply); in application of DHR guidance on “Freeze of external recruitment and prioritization of internal candidates”
  • Coordinate talent acquisition processes including review of job description, advertisement, sourcing and outreach, initial screening of applications, coordination of assessments, preparation of selection report and documentation, manage relationships with candidates to ensure positive candidate experiences;
  • Establish, implement and monitor a recruitment plan ensure timely quality hire through regular monitoring and addressing bottlenecks and/or issues;
  • Liaise with focal points to add suitable candidates to functional talent groups;
  • Coordinate with GSSC on-boarding team and local focal points to ensure timely on-boarding of selected candidates, including the completion of mandatory trainings;
  • Support staff in transition;
  • Develop or improve existing exit interview questionnaire;
  • Conduct review of TORs and provide observations and recommendations to supervisor;
  • Review support documents for quality and completeness to ensure policy compliance;
  • Attend interviews to take notes; Prepare interview reports for IP positions;
  • Design a system to capture the experiences of both managers’ and candidates throughout the selection, on-boarding and orientation processes and measure their satisfaction levels

2. Recruitment and management of non-staff personnel (Individual Consultants & Contractors)

  • Perform quality assurance of the terms of reference for Individual Consultants & Contractors
  • Contribute to the sourcing and screening of candidates
  • Perform quality assurance of contracts in VISION
  • Contribute to the development of training materials relating to contracting;
  • Provide just-in-time training to all clients involve in the contracting process;
  • Assist in the planning, processing and reporting of contracts;
  • Document and share issues observed and recommendation for improvement

Expected Deliverables

  • Develop a SMART recruitment plan with timelines based on the corporate KPIs; as well gender and diversity dimensions
  • Support Hiring Managers with the identification of pools of eligible candidates
  • Preempt bottlenecks and challenges and propose solutions to avoid delays;
  • Deliver shortlists with quality candidates
  • Manage the contracting process for non-staff contracts (Consultant and Individual Contractors,

Expected background and Experience

Academic Qualifications:

  • Advanced university degree in Human Resources, Business Administration, International Relations, Social Sciences, or related areas.

Work Experience:

  • Five years of relevant professional work experience in human resources management; including experience in coordinating activities and managing data from multiple sources;
  • UN/UNICEF working experience in HR is required;
  • Ability to multitask;
  • Ability to work remotely and independently;

General Conditions Procedures and Logistics:

The Individual Contractor will work under the supervision of the Human Resources Manager. The assignment will be home based and will entail one on-site mission (4 weeks). The Individual Contractor will use his / her personal computer, but will be connected through UNICEF official mail (outlook). He / should have access to TMS, VISION and Skype for Business.
