How can you make a difference?

The National Newborn Survival strategy to be developed entails review of three recently disseminated provincial newborn survival strategies (Punjab, Khyber Pakhtunkhwa and Balochistan) however as Sindh strategy is more than 5 years old, it requires revision and updating which is included in the scope of the assignment.

The participatory nature of consultancy will involve concurrent consultative meetings at the federal level and in the provinces and areas engaging relevant government counterparts and stakeholders for gathering relevant inputs to conduct situation analysis, bottleneck analysis, building consensus for development of National Newborn Survival Strategy. This will require virtual engagement.

To make a difference, you will be accountable for the following tasks and deliverables:

Tasks:

  • Preparatory meeting of the selected consultant with the Supervisor and the relevant UNICEF staff for discussion and guidance on the assignment sharing relevant documents.
  • Lead the process of revision of Sindh newborn survival strategy by, conducting desk review, supervising situation analysis and updating the strategy
  • Conduct Desk Analysis of overall newborn health situation in PAKISTAN through existing data, research and information available Review of newborn/ ENAP progress in Pakistan vis a vis regional and global progress.
  • Lead/facilitate Bottleneck Analysis and develop Theory of Change Plus outline of the Strategy, different Pillars and implementation plan.
  • Review a) existing global commitments, recommendations, guidelines and good practices of newborn care as highlighted in Global Every Newborn Action Plan particularly keeping under consideration the Pakistan bottleneck analysis for addressing the enabling environment and critical interventions essential for newborn survival; b) policies and strategies of selected countries in the region; c) existing national and provincial policies , newborn survival strategies and programme documents, including annual development budget of relevant sector to identify strengths, weaknesses, opportunities and threats and current programme policy, strategy and practice gaps
  • Support development, and Finalization of the tools for Situation analysis, BNA and SWOT analysis or adapting any the tools provided by UNICEF in close coordination with National consultant
  • Develop a budgeted work plan for the steering committee for developing, endorsing and disseminating the National newborn survival strategy, present the process of the newborn Strategy development and the plan, get it endorsed by the steering committee and forward to UNICEF
  • Participate and present Steering Committee meeting/ the Secretariat of the Newborn Survival Strategy Committee to present the draft Newborn Survival Strategy to National steering committees, facilitate the process of discussion and obtain endorsement for wider dissemination.

Deliverables:

D1:

  • Sindh Situation Analysis completed, and revised Sindh Newborn Survival Strategy presented to Sindh steering committee for inputs and final approval
  • Final Sindh Newborn Survival Strategy and costed action plan reviewed and approved by the steering committees (designed version).

D2:

  • Inception Report (including logic model/ theory of change, the proposed approaches, methods, and tools for the assignment along with execution plan) as per UNICEF’s quality standards, including assessment tools and assessment framework prepared and submitted.
  • BNA report
  • SWOT analysis report
  • Hard and soft copies of pretested draft tools (including situation analysis tool including equity analysis) and field guide.

D3:

  • Comprehensive report on the situation of newborn health (National) with an equity analysis. A report identifying strengths, weaknesses, opportunities and threats of current policy and program approaches to newborn care in the country; policies, programme and practice gaps that need to be addressed; and prioritizing interventions (good practices) that could be adopted in the newborn care strategy and plan,
  • Budgeted work plan for Newborn Survival Strategy Development Committee endorsed by the committee (Sindh and National); along with Budget release request forwarded to UNICEF through Secretary (mapping of existing financing sources and available funding to identify financing gaps and proposed resource mobilization strategies);

D4:

  • Draft Newborn Survival Strategy and costed action Plan with M& E framework outline reviewed by the steering committee
  • Compiled work outputs of each task-group working on the outline DRAFT Newborn Survival Strategy(Sindh and National)

D5:

  • Final Sindh and National Newborn Survival Strategy and costed action Plans endorsed by the steering committee (designed version).
  • End assignment report as specified below:
  • 1.Three signed hard copies of the Sindh and National Newborn Survival Strategy and Plan
  • 2.Electronic copy in editable format and PDF format

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in the field of public health (Maternal, Newborn Child Health), paediatrics, neonatology, or Epidemiology &, Biostatistics, or social sciences from a recognized institution.
  • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 10 years of relevant professional experience
  • Expertise in Neonatology, Paediatrics and Maternal Health related field will be an asset
  • Expert in MNCH
  • Excellent report writing and analytical skills
  • Previous experience of developing Newborn Strategy of a developing country in last five years Have experience of working with Government, NGOs and Donor / UN agencies designing policies, strategies, planning and budgeting in the field of Public Health.
  • Proven track record of conducting review of policies, strategies and programmes
  • Excellent knowledge of English, oral and in writing, and proven track record of English skills
  • Has experience of group facilitation skills and excellent presentation skills
  • Strong capacity in data management and statistics.
  • Excellent track record to conduct field work or data collection.
  • Excellent track record of working with government.
  • Excellent computing skills

Additional requirements

  • Experience of working in and understanding of the Pakistan health care architecture and systems will be an added advantage
  • Ability to work in a multicultural environment and teamwork are also desirable
  • Significant advanced Public health expertise.
  • Strong relevant analytical, oral and written communication skills
  • Understanding of UNICEF mandate and activities
  • Effective facilitator with proven ability to engage a group of individuals
  • Knowledge and understanding of the newborn policies would be an added asset.

  • HEC Attested and Verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
