Purpose of Activity/Assignment: As part of its strategic framework on “People & Culture”, UNICEF’s Supply Division invests in building a modern, agile, diverse, and connected Supply Community that is multidisciplinary, fit for current and future challenges and embedded in UNICEF values. The Construction Unit (CU-SD) in collaboration with the Human Resources Centre (HRC-SD) is planning to adopt the same approach for UNICEF’s Construction Community. The focus of this consultancy is to define a first-in-class strategy for (1) sourcing external engineers relevant to UNICEF’s recruitment processes and (2) for the career development of the in-house Construction Engineers, and (3) to develop resources required for the implementation of the agreed strategy. The following background information is available for the interested candidates:

How can you make a difference?

Scope of Work: Under the general supervision of the Supply Community Manager and technical guidance from the Contracts Specialist - Construction in CC, the hired Consultant will: 1. Develop a sophisticated strategy for sourcing external engineers to UNICEF’s recruitment processes and the career development of in-house construction engineers. The agreed strategy aims to attract talented professionals and help the growth/strengthening of UNICEF’s Construction Community.

2. Sourcing of construction engineers

  • Determine the most effective business and employment-focused social media platforms (e.g., LinkedIn) and create UNICEF construction groups to attract talented engineers. This task will be conducted in consultation with the Recruitment Unit in HRC-SD.
  • Update and maintain the pool of national inhouse engineers established in 2022, ensuring synergies with the Supply Emergency and Surge Roster. Develop career paths for members, outlining the experience and trainings required for progression. This task will be conducted in consultation with the Supply Community Unit in HRC-SD.
  • Create a pool of external construction experts with education degree, field of expertise, years of experience and languages of each engineer. This pool of external construction experts will be collected from the CVs already collected by the CU-SD. This task will be conducted in consultation with the CU-SD.
  • Establish a list of potential UNVs with construction engineering background in consultation with the Recruitment Unit in HRC-SD and the United Nations Volunteers programme.
  • Explore options for sharing pools of construction engineers from other UN agencies in consultation with HRC-SD and HR of other UN agencies.
  • Explore other options for effective sourcing of construction engineers in consultation with the Recruitment Unit in HRC-SD.

3. Career development of in-house construction engineers

  • Develop TOR and guidelines for a Buddy system/ Construction champion to provide support and mentorship to new and junior engineers joining UNICEF and to increase visibility on in-house national engineers who demonstrate potential for IP positions. This task will be conducted in consultation with the Supply Community Unit in HRC-SD and Regional Supply Advisors.
  • Support the Organization of quarterly network meetings that aim to cohere the Construction Community through presenting best practices by COs (in English and French) in consultation with the CU-SD.
  • Structure a Learning Path for construction engineers, compile the construction trainings and other resources determining whether “highly recommended” or “recommended” for each level P2/P3/P4. This task will be conducted in consultation with the Learning & Development Unit in HRC-SD and GSSC Agora team.
  • Support the alignment of construction engineer titles under the Supply function following the job descriptions endorsed by DHR. This task will be conducted in consultation with the PPC Unit in HRC-SD and the Regional Supply Advisors.
  • Explore possibilities for aligning titles of construction engineers reporting outside the Supply function in consultation with DHR in NYHQ through HRC-SD.
  • Identify where/when construction engineers are classified under functions other than Supply to prompt potential remedial action. The tasks described above, and all material developed by the Consultant, will include all coordination, review and endorsement required from relevant UNICEF actors (within and outside SD).

The Consultant will prepare a detailed workplan with clear definition of milestones and deadlines for each activity. The workplan will be approved by the Supply Community Manager together with the Contracts Specialist - Construction in CC. The Consultant will provide his/her consultancy services 4 months from home with weekly coordination meetings with the supervisor and 2 months from the Supply Division in Copenhagen.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

1. Strategy Development - expected by end of 3rd week.

  • Develop a strategy for sourcing external engineers and the career development of in-house construction engineers. Output: Strategy for sourcing and career development developed.

2. Sourcing - expected to be concluded by end of 4th Month.

  • Determine the most effective business and employment-focused social media platforms (e.g., LinkedIn) and create UNICEF construction groups. Output: UNICEF construction groups created in business social media platforms.
  • Update and maintain the pool of national inhouse engineers ensuring synergies with the Supply Emergency and Surge Roster and develop career paths for members. Output: Pool of national inhouse engineers updated with clear career paths.
  • Create a pool of external construction experts and organize them in categories. Output: Pool of external construction experts created and organize them in categories.
  • Establish a list of potential UNVs with construction engineering background. Output: List of UNV construction engineer established.
  • Explore options for sharing pool of construction engineers from other UN agencies. Output: Options for sharing pool of construction engineers from other UN agencies explored.
  • Explore other options for effective sourcing of construction engineers. Output: Other options for effective sourcing explored.

    3. Career development - expected to be concluded by end of 6th Month.

  • Develop TOR and guidelines for a Buddy system / Construction champion. Output: TOR for a Buddy system developed.

  • Support the organization of quarterly network meetings. Output: Support provided when needed.
  • Structure the Learning Path for construction and compile the construction trainings in a catalogue and determine whether “highly recommended” or “recommended” for each level P2/P3/P4. Output: Learning Path structured, and trainings compiled and classified whether “highly recommended” or “recommended”.
  • Align construction engineer titles under the Supply function. Output: Titles of construction engineers aligned.
  • Explore possibilities for aligning construction engineer titles reporting outside the Supply function. Output: Possibilities explored for aligning construction engineer titles reporting outside the Supply function.
  • Identify where/when construction engineers are classified under functions other than Supply. Output: Cases of where/when construction engineers are classified under functions other than Supply identified.

To qualify as an advocate for every child you will have…

A completed Advanced University Degree (master’s degree) in human resource management, business management, public administration, international relations, psychology or another related field is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work Experience: Minimum 5 years of professional experience in human resource management in an international organization and/or large corporation is required, preferably with UNICEF or any other UN organization.

Skills / Competencies: Knowledge of the UN Recruitment, rules, policies and procedures Experience developing talent pipelines. Career coaching experience Ability to create recruitment campaigns (i.e. LinkedIn, etc. Ability to work in a multicultural environment. Able to work independently. Computer skills, including internet navigation and various office applications.

Languages: Fluency in English is required and proficiency in other UN Language would be beneficial.

Evaluation Criteria A) Technical Evaluation (maximum 75 Points) - Academic degree and specialty (40 points) - Relevant work experience (35 points)

B) Financial Proposal (maximum of 25 Points)

NB: Payments will be made to the Consultant upon satisfactory completion of main deliverables or milestones as agreed in the detailed workplan to be prepared by the Consultant during the first week of consultancy. This workplan will include the detailed delivery deadline and relevant payment for each milestone. The milestones can be executed in parallel, and not necessarily in sequential manner, when required. The detailed workplan will be discussed and approved by the Supply Community Manager together with the Contracts Specialist - Construction in CC.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
