**OVERVIEW** ------------ Parent Sector : Culture Sector (CLT) Duty Station: Doha Job Family: Culture Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 20/02/2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- **CONTEXT AND BACKGROUND** As part of its EU-funded project “Cash for Work: promoting livelihood opportunities for Urban Youth in Yemen”, UNESCO GCC and Yemen Office is implementing a range of activities aimed at supporting urban rehabilitation works, which includes the restoration of private houses and public spaces that have been damaged during the ongoing conflict. The project focuses on three World Heritage Sites in danger (Sana’a, Shibam, Zabid), as well as in the historic city of Aden, and aims at employing 4.000 young women and women over a period of 500,000 cash working days. As of January 2021, over 100 historical buildings were stabilized and over 1000 youth are employed. Within this work, UNESCO GCC and Yemen Office are seeking the support of an International Conservation Expert to help to collect and analyzing data on ongoing rehabilitation works, providing technical advice and contribution to ensure alignment with rehabilitation standards, project’s targets, and indicators. **TERMS OF REFERENCE** ----------------------- **Tasks:** Under the authority of the Director of UNESCO GCC and Yemen Office and the supervision of the Programme Manager, the incumbent will serve as the International Conservation Expert and will perform the following tasks: \- Collect and monitor information from local implementing partners (feasibility studies, rehabilitation reports, technical drawings, photos, maps, figures, etc.) and contribute to the critical review of the rehabilitation interventions, which will be reflected in a monthly report, fully documented with the evidence available, pointing out challenges. The consultant will also contribute to the drafting, editing, and revision of technical reports, notes, and briefings to monitor, evaluate and revise the plan activities in close consultation with the local partners. \- Facilitate dialogue with implementing partners to ensure alignment of urban rehabilitation works with the project’s guidelines and the overall conservation strategy initiated by UNESCO and its partners. \- Advise local government agencies on ongoing rehabilitation works (GOPHCY, GOAM), outline any corrective actions needed, especially when it comes to complex architectural details (facades, roofs, carpentry, materials, etc.); \- Assist in drafting a methodology and baseline data with a view to inform the elaboration of a Conservation and Management Plan for the Old City of Sana’a. This will cover the clarification of the boundaries of the Old City of Sana’a and its buffer zone, in close consultation with local partners and sister UN entities. \- Support the drafting of Statutory Reports to donors and Member States by providing up-to-date data and share accurate knowledge on the status of conservation of the historic cities in Yemen, the pending challenges as well as the local social, political, and economic context. The consultant will also be required to attend online meetings in relation to the ongoing urban rehabilitation works whenever required by the director. **DELIVERABLES** ----------------- The incumbent shall submit monthly progress reports summarizing activities undertaken, achievements, photos, minutes of meetings, progress made and pending challenges, as well as measures taken against the challenges of the tasks implemented (as per the template to be shared by UNESCO). More specifically, the monthly progress reports will include: \- Updated monthly reviews of all current activities (per working site in each city), including preservation statements and information on the number of workers, nature of works implemented, and progress \- Written recommendations and proposals necessary for achieving preservation standards and improvements \- Updated and systematized maps of concerned Sites, including technical drawings or revision of technical drawings \- Minutes of Meetings with partners and local authorities, any other relevant exchanges that need the director’s attention \- Contributions to Publications or other media articles as requested by the Office **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework]( **REQUIRED QUALIFICATIONS** --------------------------- **EDUCATION** Master’s degree (or equivalent) in cultural heritage, Conservation, Architecture or a related field. **WORK EXPERIENCE** \- Minimum 10 years of work experience in cultural heritage preservation, of which preferably 7 year related to Yemen or post-conflict / post disaster contexts. \- Experience working on cultural and architectural conservation projects within international organizations including the UN. **SKILLS/COMPETENCIES** \- Integrity, reliability and sense of commitment in the execution of duties. \- Good analytical and problem solving skills. \- Very good communication skills, including the ability to draft clearly and concisely. \- Ability to meet tight deadlines, paying close attention to detail and quality of work. \- IT skills including knowledge of standard office software and autocad. \- Knowledge of UNESCO’s mission and culture programme would be an advantage. **LANGUAGES** Excellent knowledge of English (written and oral).
