How can you make a difference?

  • County level PF4C capacity building Support to joint devolution programme activities-advocacy for implementation of the budget briefs in collaboration with the UNICEF zonal offices and in partnership with KIPPRA, CoG and CAF.
  • Technical support on for the office of Controller of Budget (oCoB) in budget reporting that more clearly includes child expenditure including technical support in the development of a management information system to automate budget process at national and County level including technical support to ensure design efficacy and efficiency of the oCOB automated system.
  • Technical support to Commission on Revenue Allocation-Marginalization policy, finalization of the operational guidelines for the equality fund and automation of the PFM data reporting portal.
  • Technical support to Commission on Revenue Allocation (CRA) budget and revenue work including on improving county capacity on own source revenue (OSR) with intention to enhance the resources towards social expenditure that benefits the children and vulnerable groups/communities
  • Technical support to National Treasury on SCOA capacity building for enhanced revenue and budget expenditure reporting to sub-national levels including but not limited to SCOA finalization, approval and its roll out. Optimize the use of SCOA to Support the Programme Based Budget and reporting at county level by engaging relevant players e.g. the COB, CRA, and the National treasury.
  • Technical support on Open Budget Index with International Budget Partnership -county budget transparency including but not limited to technical support for the Open Budget Survey work for Kenya beginning 2020 and BOOST related activities.
  • Support UNICEF data collation and re-analysis on children and budget Expenditure-Support data management and collation – UNICEF KCO sections. Multi-year information for both financial and non-financial indicators including preparing budget briefs for annual budget and supplementary estimates
  • Develop an implementation tracking tool with all UNICEF indicators of interest for all sections monitoring/tracking of activities under the joint devolution program
  • Analytical reports summary on Covid support- CAF, Interior, CoG, KNBS, Treasury including but not limited to an analysis of the measures being undertaken by National Government and county governments and stakeholders to address Covid-19 with a comprehensive review of the fiscal measures towards economic recovery.
  • Support UNICEF role in PFM DPG co-chairing support, including but not limited to taking minutes and reviewing/summarizing related DPG reports and using the evidence to support stakeholder engagement activities.
  • Devolution programme wide coordination support-including taking minutes and reporting including supporting UNICEF engagement in the devolution sector and devolution donor working group.

To qualify as an advocate for every child you will have…

Education:

  • A Master’s degree in Economics, Public Policy, Planning, Statistics, or related fields from a recognized university.

Other Qualifications and skills:

  • At least 5 years of professional experience in Public Finance, Economics, International Development, Data Analysis, Social policy and any other related fields.
  • Professional work experience in the region and especially in Kenya is strongly preferred.
  • At least 5 years previous work experience in public finance strongly preferred.
  • Excellent data analysis and presentation skills.
  • Excellent research and writing skills.
  • Knowledge of UNICEF programme areas and experience with UNICEF is a major asset.
  • Must be reliable, creative and able to work with little supervision.
  • Must be able to work effectively under tight deadlines.
  • Demonstratable ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
