Under the supervision of the Emergency Manager East in Goma and the strategic and technical direction of the Chief of Emergency in Kinshasa, coordinates the preparation and response to cholera outbreaks in the national territory of the DRC and more broadly supports the direct implementation of emergency cholera program in the East (North Kivu, South Kivu, Tanganika). Directly responsible for the development, planning, implementation, monitoring and evaluation of emergency interventions related to cholera outbreaks and risks, to ensure the survival and well-being of children and mothers and affected communities. Provide coordination and support for policy and program planning and management of the UNICEF supported cholera program in support of the Government of DRC. Oversee the activities of the internal UNICEF cholera task force and the cholera technical groups within the clusters.

How can you make a difference?

1. Cholera Control Program (CATI – Case Area Targeted Interventions)

1.1 At the national level and with the different actors (state and non-state) support the monitoring of the implementation of the PMSEC cholera elimination plan in the joint activities between PNECHOL and UNICEF through the elaboration of joint program and monitoring documents.

1.2 Support to emergency appeals and project proposals is provided, and concerted efforts are made to mobilize donor response.

1.3. Continuous, effective and strategic coordination, communication, consultation and liaison is maintained with the government, UN and government agencies (particularly WHO, CDC, scientific entities), NGOs, donors and allies to address the specific needs of children and women impacted by the cholera epidemic

1.4 At the national level, ensure direct coordination and management of the cholera program through the dedicated internal task force and support the relevant sections (Emergency, Health, WASH, C4D, CASS).

1.5 Coordination and management of cholera preparedness, response and elimination, as well as a consistent flow of information on the epidemic situation are effectively maintained in the East and in the provinces where UNICEF is implementing the CATI (Case Area Targeted Intervention) strategy. The cholera control strategy is prioritized and adapted according to the epidemic situation.

1.6 In collaboration with the CASS (Social Science Analysis Cell) ensures Integrated Outbreak Analytics (IOA) are applied and the scientific monitoring of the program and maintains the scientific partnerships necessary to ensure the effectiveness and efficiency of the program (qualitative-quantitative approach).

2. Control of public health situations with epidemic potential

2.1 In support of the concerned sections, epidemic preparedness is organized in an effective manner, with the establishment of contingency plans and early warning mechanisms

2.2 Contingency and response plans for public health emergencies address gender issues that may intensify during an emergency (in support of the sections)

2.3 Policy advice on emergencies and program guidance related to the implementation of emergency preparedness measures is effectively provided.

2.4 Ensure Integrated Outbreak Analytics are applied to better understand outbreak dynamics both in monitoring and responding to outbreaks and coordinate with IOA Global Group for knowledge exchange and improved analytics.

3. Support for global emergencies

3.1 In the event of an emergency, UNICEF's presence is quickly established, and initial emergency operational tasks are effectively carried out.

3.2 During the absence of the Emergency Manager in Goma, he/she acts as interim

3.3 Timely delivery of aid and supplies is ensured, urgent staffing needs are identified, and appropriate use of UNICEF resources is monitored for effective project implementation.

3.4 Substantial improvements are made in the emergency preparedness and response capacity of UNICEF and implementing partner staff through the conduct of effective training activities.

4. Staff Management

4.1 Within the emergency section, directly manage the cholera program team in Goma and support related emergency sections at the national level. Provide exemplary management and leadership, motivating and developing supervised staff to perform at their best and live the core values (care, respect, integrity, trust, accountability.

To qualify as an advocate for every child you will have…

  1. Education
  • Advanced University degree in one of the following fields: public health, WASH, health/nutrition, emergency management or social sciences, or other related disciplines. Preferably a combination of public health and emergency management.
  1. Work Experience
  • Minimum eight years of progressively responsible professional work experience at international levels in emergency programme/project development, planning, implementation, monitoring, evaluation and administration.
  • At least 6 years of experiences in managing of public health emergency programmes/projects and emergency teams and emergencies in several context (displacements, disasters management, others.).
  • At least 5 years of experience in implementing and/or supporting the implementation of a highly reactive epidemiological surveillance system with associated response methodology
  • Experiences in rapid response cholera program especially CATI is an asset.
  1. Language Proficiency

Fluency in French oral and written and working knowledge of English. Local working language of the duty station an asset.
