Result of Service The ultimate results of service will be the implementation of an internal communications strategic plan supporting the Office of the Secretary-General in change management, fostering two way communication in line with UN values and promoting a culture of dialogue and information exchange across the organization. Senior management is supported to effectively communicate and share information across the organization. Internal communications at all levels is strengthened, resulting in alignment of messaging.

Expected duration The consultancy contract is for the duration of six months. Contract Period: September 2022 - February 2023 Effective working time: 120 days

Duties and Responsibilities At an exciting time for the United Nations Conference for Trade and Development (UNCTAD), with renewed leadership and workplan the Communications and External Relations/Office of the Secretary-General of UNCTAD is looking for an internal communications expert with deep understanding and passion for change management. The consultant will work under the overall supervision of the Senior Advisor to the UNCTAD Secretary-General and will be primarily responsible for delivering a proposal and supporting the implementation of an UNCTAD internal communication strategy to support change management and the outcomes of the Staff Survey 2021 – providing advice on best methods for the message being conveyed. The duties and responsibilities will be: - Source and develop communications products from employee stories using articles, videos, podcasts, webinars, and share them across the organization to encourage and engage employees and increase the visibility of teams, work and projects. - Map and utilize internal communications channels and platforms (email, intranet sites, Yammer, video streaming, etc.) to build and disseminate content that enables staff to easily understand strategic direction and engage across divisions. - Coach senior leadership about cascading leadership messages to the right audiences at the right times. - Establish a consistent and effective platform for communicating to global audiences such as all hands/town hall meetings. - Partner with operations leadership, HR, corporate communications and other partners in supporting and strengthening employee engagement within the businesses introducing key employee engagement initiatives (coffee chats, etc.) to improve ‘Clarity of Direction’. - Develop strategic communication and change management plans for key projects, translate messaging for appropriate audiences (including leader messaging) and represent the employee perspective to management and project team. - Serve as a key communications partner/advisor on a variety of business projects and key initiatives. - Ensure goals, initiatives and internal news are communicated effectively and in line with UN values. - Provide templates and guidance for high quality, creative internal communication material / content so that communication is clear and aligned with the institutional strategy. - Design a plan/strategy to ensure a listening culture and design feedback mechanisms into internal communications to enable team members to have an opportunity for dialogue. - Ensure that internal communication channels are fit for purpose, well executed, used, and continuously evaluated for improvement. - Provide support for the project, create and manage the Intranet media and communications content. - Develop consistent tools to measure and evaluate the effectiveness of internal communication activities.

Qualifications/special skills Competency: Confident liaising with internal and external stakeholders to complete tasks successfully. Skills: Excellent communication skills verbal, written and presentation. Strong stakeholder management skills. Academic Qualifications: A Masters degree in marketing/branding and/or communications, journalism, public information, public relations, social sciences and/or related areas. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of masters degree. Experience: - A minimum of seven years of relevant progressively responsible experience in leadership communications, change management, communications planning and coordination. - Demonstrated and hands-on experience in creating, leading and delivering all aspects of internal communications, communication channel development and management, storytelling, content development are critical to the position. Including, experience in directly supporting both internal communications and change management within a complex, diverse environment is required . - Demonstrated experience in delivering high quality content that communicates simply and clearly complex changes. - Experience working within the UN system or an international agency is desirable. - Experience in using relevant information technology tools and platforms; Information management systems; intranet is required. Language: Fluency in English (both written and spoken) is required. Knowledge of French or Spanish is a strong asset. Knowledge of another official UN language (Arabic, Chinese and Russian) is an asset.
