Duties and Responsibilities THE ORGANIZATIONAL SETTING

The consultancy assignment is under the Communications Section (COM) in the Office of the Secretary General (OSG). The Consultant is expected to advise on, develop and implement strategies and framework for enhanced internal communications and present regular reports in accordance with a schedule to be agreed as part of the contract for this assignment. The position directly reports to the Chief of the Communications Section and works in close collaboration with Human Resources through the Deputy Director Human Resources and the Chief Policy, Organizational and Staff Development Section.

THE CONSULTANCY ASSIGNMENT

The Internal Communications Consultant will: - Review the ICAO results of a recent Global Engagement Survey (GES), and its associated Action Plan. - Analyse existing internal communications practices and tools at ICAO. - Conduct a gap analysis of ICAO’s current internal communications practices versus current internal communications best practices for large organizations, including in the United Nations system. - Report on discrepancies and gaps relating to: the types of internal communications priorities being pursued; the outputs being produced; the staff resources devoted to related responsibilities; and current software tools and sharing platforms being utilized by other companies and agencies to assure internal communications outcomes. - Based on the report outcomes and best practices, recommend an internal communications solution for ICAO which addresses current needs and all related objectives outlined in the GES Action Plan and takes into consideration ICAO’s People Strategy and staff member feedback conveyed through various channels. - Develop internal communications and staff engagement strategies and set frameworks that promote transparency, awareness and understanding of ICAO’s priorities, and inspire action, aligned with ICAO’s mission, vision, objectives, and goals. - In close collaboration with business owners across the Organization, plan, implement and monitor content and activities on internal communications strategy, and incorporate to the corresponding processes and projects. - Advise, make recommendations and provide guidelines to ICAO HQ and the Regional Offices on their internal communications plans, strategic scheduling, communication approaches, adoption of appropriate product and channel selection, messaging and branding. - Oversee the development, implementation, and continuing improvement of ICAO’s internal communications content and channels, optimizing their potential for knowledge-sharing, collaboration, document and information management across various media platforms. - Support analysis and regular feedback on internal communications and staff engagement through the development of surveys, team-building activities, focus groups, etc. - Recommend, develop and deliver appropriate training for ICAO staff on communication skills and best practices. - Prepare talking points and key messages as well as written, audio, and visual narratives and stories for change. - Provide advice and support on other communications related matters as required.

Qualifications/special skills Academic Qualifications:

Essential - A first-level university degree in communications, human resources management, business administration, travel, tourism, or a related discipline.

Desirable - Extensive training in internal communications.

Experience:

Essential - A minimum of ten (10) years of professional experience managing or consulting on various communications requirements for large companies or organizations. - A minimum of three (3) years of experience working with governments, the UN system or other large international organizations or large companies in the development and implementation of internal communications strategies, policy communication, programme management, or advocacy. - In-depth knowledge of strategy and guidelines for internal communications and the production of innovative platforms. - Proven experience leading communications projects or campaigns.

Desirable - Knowledge of ICAO’s mandate and its programme of activities. - Experience with internal communications relating to UN agencies and programmes

Language:

Essential - Fluent reading, writing and speaking abilities in English.

Desirable - A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information The consultant is expected to work in the ICAO office in Montreal and remotely based on requirements and in accordance with applicable guidelines, and will submit regular reports in accordance with a schedule to be agreed as part of the contract.

A competitive rate will be offered depending on the assignment and the qualifications required.
