Under the supervision and guidance of the Human Resources Manager, the Senior Human Resources Associate provides administrative, procedural and operational support and assistance for the efficient implementation of learning and development function to build a positive learning culture, improve performance, and contribute to career development . The role ensures accurate and timely delivery, whilst promoting a client based, quality and results oriented approach to the unit and ensuring compliance with UNICEF HR rules and regulations. He/she utilizes a business partnership approach to ensure high quality client engagement and supports HR change management initiatives and projects.

The Key functions, accountabilities and related duties/tasks includes the following:

Learning and development management:

  • In consultation with supervisor, researches and analyses data and information to help identify learning needs within the country office for the development of learning plans and other targeted learning interventions.
  • In consultation with supervisor, researches, analyzes, verifies, and compiles information on internal and external learning courses and initiatives available and educational institutions to help supervisor decide on learning programmes that address learning gaps in the country office.
  • Prepares learning proposals, terms of reference and similar documents. Develops and processes contracts for institutions providing courses, ensuring compliance with UNICEF rules and regulations.
  • Support the effective coordination of learning activities, jointly with key stakeholders. Assists in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.
  • Assists the supervisor in monitoring, evaluating, and reporting on the achievement of the yearly learning plans, including key indicators such as financial and time investment in learning and evaluation of the impact and effectiveness of learning initiatives.
  • Provides support to the HR Learning Committee by organizing and coordinating meetings periodically. Ensures that there is a regular communication loop with learning committee members for greater engagement and promotion of learning culture within the country office.

Administrative and Operational Support to Learning and Development:

  • Assists in the preparation of the learning and development budget and monitoring of expenditure under the approved budget.
  • Coordinates and supports the interactions of the unit with external service providers and consultants, printing and production companies (offers, request for proposals/quotes, requisitions, purchase orders, receipts, reporting).
  • Enters and maintains learning data and compile statistics on the learning activities, when required.
  • Provides support and coordination of mandatory training by ensuring that staff members complete their mandatory courses by sending timely reminders and follow ups.

Business Partnership:

  • Thinks and acts like a client service professional by providing proactive guidance, advice and information while implementing and executing learning and development projects.
  • Engages with the learning local focal points in field offices by providing them regular guidance and information so they are able to effectively act as a local learning liaison at the field office level for learning and development.
  • Maintains regular communication and reporting loop with staff and managers on learning and development to ensure greater transparency in processes.
  • In consultation with the supervisor, provides support to staff and management on the use of the organizational performance management system, ensuring that issues are resolved effectively and efficiently.

To qualify as a champion for every child you will have…

Education: Completion of secondary education preferably supplemented by technical or university courses related to Human Resources

Experience: A minimum of 7 years of progressively responsible in areas of human resources, including experience in the administration/management of learning/training and staff development.

Language: Fluency in English and local language of the duty station is required.
