PURPOSE OF THE POST

Under the direct supervision of the Supply and Logistics Manager be responsible for all in- country logistics while ensuring adequate oversight for and control of all logistical and warehouse-related activities throughout Southern Sudan and for distribution of goods to difficult-to-reach areas, such as Jonglei Unity and Upper Nile States. She/he will ensure clear guidance to all other Logistics Officers posted to the Field Offices. She/he will also make major input in warehouse operations and management to strengthen accountability, inventory control system, and distribution to project sites of supplies procured by UNICEF.

MAJOR DUTIES AND RESPONSIBILITIES

1. Focuses on strengthening the operations systems of the Field office by providing hands-on support. Assesses supply administration and control mechanisms and advises on appropriate actions. Interprets and advises the country office and Government on policies and procedures, impacting on offshore/local procurement and delivery and utilization of UNICEF supplies and equipment.

2. Supervises the Logistics staff, in preparation and for implementation of the section's work plan. Review distribution of tasks for maximum effectiveness.

3. Reviews warehouse inventory control systems for receipts, storage, and release of supplies from Juba to Field Offices and project sites and advice on areas of improvement and supervises the preparation of appropriate documentations such as requisitions, purchase orders, etc.

4. Prepares monthly warehouse stock aging and distribution reports for review by CMT as part of the overall office performance indicators.

5. Assists in the improvement and strengthening of warehouse management and inventory control measures to ensure accountability of supplies received and distributed to support UNICEF projects.

6. In consultation with planning section and field offices establishes and maintains a system of receiving feedback from end users and partners on the quality, appropriateness, and acceptability of supplies provided by UNICEF.

7. Facilitates quality assurance and pre-delivery inspection of locally procured supplies prior to delivery by suppliers to the warehouse.

8. Undertakes field visits to project sites and field offices to inventory and monitor supply inputs. Proposes corrective actions to improve logistical procedures.

9. Develops and implements logistics planning through coordination with Operations/Programme sections/field offices, provides technical advice/supervises logistics arrangements, ensuring efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses.

10. Maintains contact with the Supply Division, Copenhagen, on supply policies. Maintains appropriate links with Copenhagen on trans-national shipments and delivery.

WORKING CONDITIONS

Post is office-based, with regular travel to project sites and zone-offices.

QUALIFICATIONS AND COMPETENCIES REQUIRED

a) EDUCATION

Advance University degree in Logistics, Business Administration, Management or a related field. Specialized Training/experience in supply chain management would be a major asset.

b) WORK EXPERIENCE

A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required. Understanding of development and humanitarian work. Emergency experience an advantage. Health supply chain management experience an advantage.

c) LANGUAGES

Fluency in English. Additional UN Language will be an added advantage.

Knowledge of the local languages of the duty station is an asset.

  • Strong overall knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of supply chain issues, ethics and risk management of supply chain operations.
