Background

The United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy and programme work carried out at HQ, Regional and Country Office (CO) levels, forms a continuous spectrum of deep, local knowledge to cutting-edge global perspectives and advocacy. UNDP's Global Policy Network (GPN) is the engine for thought leadership, programmatic work, and the vital delivery mechanism of its integration function. Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. To streamline its financial and investment engagement, UNDP launched the Finance Sector Hub (FSH), a finance and innovation platform, that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs. Finance Sector Hub offers a comprehensive package of methods and tools to support governments, the private sector, and international financial institutions (IFIs) to scale up financing the 2030 Agenda.

Fiscal instruments are one of the important tools to help in financing the SDGs. They are the means by which governments mobilize resources for budgets, provide the finance to deliver services, and make investments that will drive forward progress into the future. UNDP is working with its partners and government institutions to connect the dots between fiscal policies and the SDGs, through facilitating the restructuring of debt, aligning public expenditures with SDGs, supporting tax reforms, addressing tax avoidance and evasion through awareness-raising, building institutions and strengthening governance systems for more effective enforcement.

To achieve this, UNDP is engaging in supporting many vital programmes for the public sector. Tax Inspectors Without Borders (TIWB) is an important programme is in this respect. It is a joint initiative of the UNDP and the OECD designed to support developing countries to strengthen national tax administrations and reform the tax systems. Within UNDP, TIWB is managed under the Finance Sector Hub (FSH) with resource persons embedded in the SDG finance teams in Pretoria, Bangkok, and Amman and a back office in Istanbul.

TIWB started in 2015 to support tax audit work and has been hugely successful in helping augment domestic resource mobilization in the developing countries. Building on the success of the TIWB model and recognizing the needs of tax administrations, TIWB has expanded to provide support in other tax areas. These include Tax and Crime Investigations, Effective use of Automatically Exchanged Information, Tax Treaty Negotiations and Implementation, Tax and Natural Resource Contracts, and Tax and Environment. UNDP is developing an expanded project document for the new phase of the UNDP Tax programme building on the Tax Inspectors Without Borders (TIWB) project to support countries to build back more resilient public finance systems.

Duties and Responsibilities

Duties may include, but are not limited to:

  • Conducting research, helping in compiling statistics and conducting data analysis;
  • Supporting ongoing programme work of the TIWB project, as assigned by the Project Manager;
  • Assist in providing effective support for the development of the expanded project document for the new phase of tax work;
  • Carrying out research for the preparation of newsletters, press releases, reports, presentations, flyers, images, tweets, and social media content as needed;
  • Supporting development of briefs and talking points for key events and meetings, as needed;
  • Assisting the TIWB Project team with the preparation and running of meetings;
  • Attending and summarizing conferences and meetings;
  • Supporting organization of meetings and conferences, side events to strengthen strategic engagement with UN system partners.

Required Skills and Experience

Education:

  • Currently enrolled in (a) a graduate school programme (second university degree or equivalent, or higher) as a full-time student in economics, finance, law, public policy and other related fields or; (b) have graduated with a university degree (as defined above) and, if selected, must commence the internship within one year of graduation.

Work Experience

  • Although applicants are not required to have any work experience, however, up to two years of professional experience in the field of public finance/ fiscal policies/ taxation will be a strong asset;
  • A strong interest in the area of public finance/ fiscal policies/ taxation is required, which could be demonstrated by past work experience, education, or training;
  • Computer proficiency in the use of software like Word, Excel, and PowerPoint;

Language

  • Fluency in both written and spoken English Language is required.
