GIZ International Services is shortlisted for the EU funded project tender: Technical assistance to the Strengthening Transparent and Accountable Governance in Papua New Guinea Programme

The overall objective (Impact) to which this Action contributes is to improve transparent and accountable governance at PNG’s central government level and at Autonomous Bougainville Government (ABG) level, in line with the EU-PNG MIP 2021-2027.

The specific objectives (Outcomes) of this contract are as follows:

• Improve PNG’s PFM system and framework, with a focus on public sector audit (national level) and PFM in AROB (subnational level)
• Strengthen integrity, transparency and accountability (ITA) systems and practices in AROB (subnational level)

Your tasks

The expert will be responsible for:

• Drafting and transmitting to the team leader a monthly report summarising the contract’s progress, and planned work for the following months;
• Implementing outcome 2 of this action;
• Assessing the needs for short-term experts in her/his area of competence, and coordinating their work.

Your profile

Qualification and skills

• At least a Master’s Degree or equivalent academic qualification (university or similar institution) in law, public administration, or other relevant field;
• If the expert does not have neither a Master's Degree in a relevant field, she/he must have, in addition to the professional experience required below, an equivalent professional experience in a relevant field of at least 5 years;
• Excellent communication skills, both in written and spoken English.

General professional experience

• A minimum of 10 years of professional combined experience focusing on supporting the establishment of integrity, transparency and accountability mechanisms in the public sector, of which at least 5 years in developing countries, preferably acquired in at least two different continents;

Specific professional experience

• A minimum of 5 years of professional experience focusing on the drafting/reviewing of policy and/or legal documents;
• A minimum of 3 demonstrated professional experiences in the design of Training Needs Assessments on good governance-related topics, within the public sector;
• Professional experience related to strengthening monitoring, reporting and evaluation systems in developing countries an advantage.

Location information

The main places of posting will be Port Moresby and Buka, Papua New Guinea. In line with the programme requirements, field missions may take place in Bougainville and other PNG provinces . The expert will be based in Buka, at the ABG Department of Justice and Legal Services.

The intended start date is 16/01/2024, and the period of implementation of the contract will be 36 months from this date (with minimum of 660 workind days).
