How can you make a difference?

Through the coordination of UNICEF and WFP, under the direction of the PIOJ and the MLSS the Joint Programme is seeking to engage a consultant to conduct an extensive review and assessment of current social services and the development of a conceptual framework for an integrated Social Registry to improve coordination, avoid duplication and provide a life-cycle approach (divided into early childhood, school age, adulthood, and old age) in the management of public assistance programmes, across key ministries.

To qualify as an advocate for every child you will have…

  • Required Qualifications and Experience

    1. For firms, the team lead should have at least a master’s degree in computer science, data science, statistics, information management, social policy or equivalent combination of education and experience in a related area. Team members should possess similar qualifications at the level of a bachelor’s degree.
    2. Demonstrated practical experience with targeting/enrolment system analysis and design.
    3. A minimum of 10 years’ experience in qualitative and quantitative research.
    4. Excellent track record of achievement with assignments of similar scope.
    5. Experience working with Government Ministries and the public sector, preferably with the Social Security in developing countries would be an asset.
    6. At least 10 years’ experience in the development of Information Systems with proven track record in integrated data management.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
