Purpose of the position:

To provide overall strategic leadership and management, integration and coordination of all operations and programs effectiveness to ensure that programs and projects are in line with World Vision Chad National Office and Sector Strategies and standards for the achievement of child wellbeing aspirations. This position is a key member of the senior leadership team, working closely with other senior leaders to shape and drive the strategic direction and overall success of WV Chad.

Major Responsibilities

Strategy Development & Execution:

  • Contribute to the development and execution of WV Chad’s national strategy in alignment with organizational vision, mission and commitments.
  • Ensure that all programs and projects contribute to the strategic objectives and are achieved with highest quality and accountability.

Program Quality & Implementation:

  • Provide overall in-country leadership for all program and operations activities. Provide strategic vision and program design.
  • Ensure quality data collection across all programs; oversee the production of reports and impact data to provide insight to internal and external stakeholders as well as inform future program design.
  • Manage the country budget, ensuring spending is in line with the overall activity-based budget and allocated properly among the various grants and programs.
  • Quality and timely preparation and submission of strategic plan, annual operations plan and budgets
  • Availability of Project/program Information for Project Management Information System.
  • Multi-year budgeting and planning.
  • Resource Acquisition and Management:
  • Seek new and continuing funding, including writing proposals and support to resource mobilization and management unit.
  • Liaise directly with donors.

Pro****gram Performance Management & Integration:

  • Collect the necessary information, write and file all donor reports in a timely manner.
  • Monitor all indicators to ensure targets are met.
  • Coordinate support for program activities.
  • Ensure programs compliance with the government regulations.
  • Annual business planning, implementation & reporting, Organizational Capacity Plan and Monitoring and Evaluation planning in order to ensure alignment with key World Vision Ministry principles, standards, and guidelines.
  • Ensure the National Director is informed of all developments in the general situation as well as the programs.

Networking and Coordination:

  • Build and maintain effective relationships with government counterparts, partner organizations, donors, and other stakeholders.
  • Coordinate and collaborate with local communities and beneficiaries to ensure their active participation and ownership in program implementation.
  • Advocate for children’s rights, mobilizing change at every level including but not limited to local children, youth and their communities.
  • Build and sustain strong relationships with World Vision Support Offices, Government, community, Church and leaders, the United Nations, other Non-Governmental Organizations as well as other development partners.
  • Participate in the meetings with the Advisory Council.

Capacity Building and Team Management:

  • Provide leadership, guidance, and support to the program team, ensuring their professional development and performance management.
  • Facilitate capacity-building initiatives, including trainings, workshops, and mentoring, to enhance the skills and knowledge of program staff.
  • Foster a positive and inclusive work environment that promotes teamwork, collaboration, and continuous learning.
  • Supervise all staff in-country, including both local and expatriate.

Security & Risk Management:

  • Ensure all programs and projects adhere to robust security management systems and protocols to safeguard staff, beneficiaries, and assets.
  • In collaboration with the Security Manager, conduct regular security assessments and provide guidelines and training to staff on security procedures and precautions.
  • Ensure all programs and projects comply with safeguarding and child protection policies and procedures defined by WV Chad.
  • Formulate and regularly update contingency plans to address potential risks and emergencies, ensuring the safety and well-being of staff and program implementation.

Qualifications: Education/Knowledge/Technical Skills and Experience

REQUIRED:

  • Knowledge and familiarity with rules and regulations of major donors: Global Fund, USAID, DFID, ECHO, EU, AFD, DANIDA,
  • Demonstrated excellent stewardship of resources and able to hold others accountable.
  • Must be a committed Christian high value individual, able to stand above denominational diversities.
  • Attend and participate/lead in daily devotions and weekly Chapel services.
  • Perform other duties as required.
  • Must be bilingual (English and French).

Educational level required: Master's degree in development planning/research related, Project/Program Management, International development, Humanitarian leadership.

  • BA/BSC Degree in any development field: social sciences, development studies, management, education, agriculture or public health.

Experience: Thorough understanding of project/ program design, monitoring and evaluation gained through at least 10 years of relevant experience in International Non-Governmental Organizations or similar organization.

Other: Master's in development studies with 7 years’ experience International Non-Governmental Organizations in or similar organization is preferred.

  • Effective in written and verbal communication in French and English.
  • Ability to travel within country, regional and internationally.

PREFERRED:

  • Master in community development studies, international development, or humanitarian leadership

Working Environment / Conditions:

  • The position requires ability and willingness to travel domestically and internationally.
  • Work environment: Office-based with frequent travel to the field 60%.
  • Travel: Domestic/international travel is required.
  • On call: 30%
