Org. Setting and Reporting The Global Aviation Training (GAT) Section, Technical Cooperation Bureau (TCB) is responsible for the planning, management and coordination of all ICAO aviation training activities ensuring the efficient, effective and harmonized implementation of the ICAO Civil Aviation Training Policy and response to training needs of Member States, international and regional organizations, aviation industry and other partners.

GAT Section is the ICAO focal point of contact for all training and associated activities, and comprises three units: Training Operations (TOP), Training Assessments and Consultancy (TAC) and Training Design and Development (TDD).

The incumbent will report directly to the Head, TDD who is responsible for assigning tasks, deciding on priorities and providing instructions on special tasks. The incumbent works closely with the ICAO TRAINAIR PLUS Programme (TPP) Members, other ICAO recognized Training Organizations, qualified course developers, Subject Matter Experts (SMEs), course validators, instructors, officials from Member States; also works with other officers from GAT in addition to ICAO officers and managers from other Bureaux and Regional Offices.

Responsibilities Function1 (incl. Expected results) Assesses course proposals submitted by TRAINAIR PLUS Programme (TPP) Members to ensure compliance with the ICAO competency- based training methodology as per Training Development Guide (Doc. 9941), achieving results such as: - Manage course proposals submitted by TPP Members through the TRAINAIR PLUS Electronic Management System (TPEMS). - Assess course proposals to ensure compliance with ICAO Training Development Guide (Doc. 9941) with no duplication of training scope and objectives. - Provide guidance to TPP Members and course validators to resolve identified inconsistencies. - Coordinate the technical review of course proposals submitted by TPP Members with ICAO Bureaus/Sections to support the implementation of the relevant ICAO provisions. - Ensure the course development process is efficient and user friendly, and follow up on the resolution of issues reported by TPP Members and course validators.

Function 2 (incl. Expected results) Manages the development and validation of ICAO-recognized training courses developed by TPP Members to ensure compliance with the ICAO competency- based training methodology as per Training Development Guide (Doc. 9941), achieving results such as: - Manage the development and validation of ICAO-recognized training courses developed by TPP Members through the TPEMS. - Conduct quality assurance check on course development methodology to ensure compliance with the ICAO Training Development Guide (Doc. 9941) with no duplication of training scope and objectives. - Provide guidance to TPP Members and course validators to resolve identified inconsistencies. - Coordinate the content validation of course material developed by TPP Members with ICAO Bureaus/Sections to support the implementation of the relevant ICAO provisions. - Ensure the course development process is efficient and user friendly, and follow up on the resolution of issues reported by TPP Members and course validators. - Manage a centralized course library on TPEMS and ensure the traceability of training material.

Function 3 (incl. Expected results) Conducts TRAINAIR PLUS training courses, achieving results such as: - Conduct TRAINAIR PLUS training courses, such as Training Developers Course (TDC), Training Instructors Course (TIC), or Virtual Classroom Instruction (VCI), in English and French/Spanish. - Provide On-the-Job Training (OJT) to TDC, TIC, or VCI instructor candidates, in English and French/Spanish. - Be the Faculty Manager of the TDC to collect feedback from course deliveries and propose revisions for improvement. - Be the Faculty Manager of the TIC or VCI to collect feedback from course deliveries and propose revisions for improvement. - Lead technical review and alignment exercise for the ICAO Training Instructor’s Guide (Doc. 10097) and propose revisions for improvement. - Lead technical review and alignment exercise for the ICAO Training Development Guide (Doc. 9941) and propose revisions for improvement.

Function 4 (incl. Expected results) Manages training data and generates reports to support continuous improvement of training courses, achieving results such as: - Guide the automation of training needs analysis, course development, and evaluation processes hosted on a web-based application. - Manage the evaluation of ICAO training courses using the TRAINAIR PLUS Post-Training Evaluation (PTE) methodology. - Analyse data collected from these processes and prepare reports in order to improve training courses. - Provide training statistics to GAT management for reporting purposes.

Function 5 (incl. Expected results) Manages the ICAO Course Developers and Instructors Standardization (ICAO CDI/STD) Meetings, achieving results such as: - Design the ICAO CDI/STD meeting, and develop the meeting goal and programme. - Coordinate the programme content and delivery with the host organization and speakers, and ensure the presentations are consistent with the goal of the programme. - Moderate and facilitate the meeting programme. - Respond to inquiries to support TRAINAIR PLUS course developers and instructors in attendance at the meeting. - Prepare the meeting evaluation and report and follow up on the recommendations with TRAINAIR PLUS team.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Education Essential - A first level university degree in education, specializing in adult learning, training and human resources development, instructional design, educational technology, or in a related field.

- Desirable - An advanced level university degree (Master’s Degree or academic equivalent) in education, specializing in adult learning, training and human resources development, instructional design, educational technology, or in a related field. - Instructor and/or course developer certification from a recognized professional association, organization or institution.

Work Experience Essential - At least six (6) years of experience in the design and development of high quality classroom, blended and e-learning curricula and training materials using a variety of learning methodologies, media and approaches.

  • At least 6 years of experience in applying models and methodologies used in the planning, development, delivery, evaluation and management of classroom and e-learning training courses.

  • Proven experience in the management of training activities using web-based tools.

  • Proven instructional experience using modern instructional techniques, tools, or learning applications.

  • Proven project management experience using project management tools and methods.

- Desirable - Experience in the development of competency-based training courses for aviation professionals.

  • Experience in the delivery (as instructor) of competency-based training courses.

  • Experience with an international aviation training organization.

  • Experience with international standards and best practices for training published by professional training organizations, such as the International Board of Standards for Training, Performance and Instruction (IBSTPI), International Society for Performance and Instruction (ISPI), and American Society of Training and Development (ASTD).

  • Experience with ICAO TRAINAIR PLUS Programme.

    Languages Essential Fluent reading, writing and speaking abilities in English, and either French or Spanish.

Desirable A working knowledge of any other official language of the Organization (Arabic, Chinese, or Russian)

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
