NRC Moldova is supporting the setup of INGO Forum in Moldova that count more than 80 INGOs. The INGO Coordinator works in close coordination with and is accountable to a Steering Committee, composed of 5 INGO Country Directors. INGO forum coordinator is temporarily hosted by the Norwegian Refugee Council (NRC) in Moldova.

While the position carries a good amount of coordination and representation duties, practical skills and knowledge of program implementation are invaluable

Roles and Responsibilities:

Generic responsibilities

  1. Act as focal point for the Forum, and represent the Forum externally, often to senior-level officials and in senior-level coordination bodies. Ensure that the Forum’s position on specific issues and interests are well represented at relevant platforms and meetings. As much as possible promote representation by Forum members themselves. Act as liaison and represent the Forum with local, regional, and global NGO fora (such as ICVA and InterAction).
  2. Supervise staff and consultants, as required.
  3. Supervise and lead the coordination of thematic working groups developed within the Forum, and ensure coordination between working groups, member organizations, and the steering committee, as well as with broader Forum objectives.
  4. Lead and coordinate the Forum strategy process.
  5. Ensure that the Forum’s internal guidance documents are updated and maintained.
  6. Manage the Forum’s budget, resources, and assets. Lead on donor reporting and proposal development.
  7. Follow and undertake analysis on issues relevant to the Forum; synthesize and provide briefings on key concerns for INGO Forum members. Research and draft policy, position, and background/analysis papers on INGO Forum issues, as tasked by the Steering Committee or Plenary.
  8. Play a key role in enabling the effective development of advocacy initiatives called for by Forum members, as supported by the Steering Committee.
  9. Ensure compliance and adherence to NRC policies, guidance, and procedures
  10. Ensure transparent coordination mechanisms and regular information-sharing among Forum members and other stakeholders.

Specific responsibilities

  • Work in partnership with the Steering Committee to lead and provide strategic guidance to the Forum.
  • Encourage and enable INGO-information sharing, including setting up information sharing spaces and forums (digital, online, face to face) and identifying key resources to support, particularly related to best practices and lessons learned.
  • Stay up to date on humanitarian, political, social and security issues relevant to Moldova and the wider response to the Ukraine Crisis, including cross border operations.
  • Review and clear all external communications and publications on behalf of the Forum.

What you will bring:

  • Advanced degree in a relevant field.
  • At least 6 years of experience in humanitarian programming, with at least 2 years of experience in country programme senior management.
  • Strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and advice to a multi-agency forum.
  • Prior experience with humanitarian and/or NGO coordination essential, preferably in refugee or post-conflict settings. Previous experience with directly coordinating NGO networks or sectors/clusters strongly preferred.
  • Knowledge and understanding of the UN system, humanitarian coordination architecture, and humanitarian principles essential.
  • Experience in representation in senior-level coordination mechanisms (HCR, IASC, etc), as well as with governments, donors, and UN agencies.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal, with strong writing and editing skills.

  • Duty Station: Chisinau, Republic of Moldova (also covering Romania)
  • Contract Duration: upto 31st December, 2023 (with possibility of extension subject to funding availability)
  • Travel 10%
