Org. Setting and Reporting The position is located in the Information Systems and Development Unit which has responsibility for the development of new information applications and systems for the ITC and seeks to provide proactive services to client departments of the ITC in meeting their IT development needs. This post is funded by Trade and Market Intelligence section. This Unit is one of two reporting to the Chief of the Information Technology and Systems, the other Unit being responsible for IT Operations. This P-3 position is one of a number professional information systems officers reporting to the Team Leader of the Information Systems & Development Unit for TMI projects.

Responsibilities Under the overall guidance and the oversight of the Chief of Information Technology and the Market Analyst in DMD/TMI the successful candidate shall:

Managerial duties and responsibilities - Provide technical guidance to other staff concerning database design, security and large data optimisation and performance. He/she will be required to supervise junior staff, consultants and interns, provide work packages and give clear direction and monitor performance. He/she will be required to work closely with database hosting vendors, consultants and other technical orientated stakeholders and business owners in designing, developing and realising new solutions centred on large volumes of data.

Technical duties and responsibilities Ensure that all ITC administrative and trade -related databases are designed in a scalable, cost effective methodology against industry best practices. The data must be secured, optimised and available as per agreed business requirements for internal and external user community. - Monitor performance and manage all databases parameters to provide quick, efficient query responses to front-end users (query optimization) customize databases and queries for specific needs; optimize queries to improve response time for users. - Design and develop data models and database architecture, refine the logical design so that it can be translated into a specific data model. - Communicate regularly with technical, applications and operational staff to ensure database integrity and security is optimal. Make regular backups of ITC data to ensure that storage, archiving, back-up, restore and recovery procedures are functioning correctly. - Apply sound capacity and data expansion planning to ensure available and database operation are not compromised. - Automate data uploading processes with email notification systems.

Competencies - PROFESSIONALISM: Demonstrated proficiency in all aspects of database management and analysis including MS SQL, MY SQL and other relational databases and cube orientated databases. Solid knowledge of database analysis and design techniques, testing, debugging, and documentation standards, storage and internal systems. Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

    Education Advanced university degree (Master’s degree or equivalent) in computer science or closely related field.

A first-level university degree in computer science or closely related field in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Recognized Cloud Certification preferably in AWS/Azure is desirable.

Work Experience A minimum seven years of relevant experience in developing database structures, and ETL processes and managing database servers including Backup, Restore and Logs management is required.

Experience supporting cross-functional teams and collaborating with stakeholders is required.

Experience with database programming languages (SQL, etc.) is required.

Experience in adapting to changing technical environment and adapting the business solutions to maximize business benefits is desirable.

Experience with MS SQL Server 2019 through 2022 and SSIS packages is desirable.

Experience in large database design, maintenance and support in complex IT environments is desirable

Experience in MongoDB/PostgreSQL or similar NoSQL database is desirable.

Experience of managing /Azure cloud environment is desirable.

Languages For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
