Org. Setting and Reporting The position is located in the Office of Administrative Services (OAS) and reports to the Director of the Office for Administrative Services (OAS). The IT Manager supports ISA secretariat’s IT infrastructure and is responsible for the installation, operation and maintenance of the IT network and computer and other digital systems while supporting and enhancing ISA’s cybersecurity posture. The IT Manager is the head of the CIT Unit responsible for IT support delivery as well as cyber risk management strategy and planning.

Responsibilities Within limits of delegated authority, the Information Technology Manager is responsible for the following duties: •Day-to-day monitoring, technical support, and planning of all aspects of the IT network infrastructure (LAN/WAN/Wireless network). •Managing the CIT Unit. •Planning, implementing, managing, monitoring, and upgrading the overall IT efficiency of the secretariat and the cyber security measures for the protection and efficient operation of ISA’s data, systems, and networks. •Ensuring that the Authority's data and infrastructure are protected by enabling the appropriate security controls and responding to all system and/or network security breaches, including mitigating any damages. •Testing and identifying network and system vulnerabilities as well as aptitude to demonstrate great awareness of cybersecurity trends, including relevant legislations and regulations, and hacking techniques as well as best practices on responding to and mitigating any damage caused by cyberattacks. •Contributing to and developing cybersecurity strategies that are in line with best practices and providing necessary training and awareness building activities for ISA secretariat staff as well as any relevant stakeholders, which will make ISA more secure and less likely to fall victim to a cybersecurity event such as a breach or intrusion. •Establishing, managing, and administering ICT security policy and procedures to ensure preventive and recovery strategies are in place and minimize the risk of internal and external security threats. •Developing, implementing and coordinating systems policies and procedures as needed •Planning the CIT budget and spending plan, selecting and purchasing new and replacement hardware and software, when necessary, and maintaining inventory records of all CIT assets. •Keeping abreast of developments in the field and providing leadership on introducing technological changes. •Closely liaising with the ISA’s database manager and Knowledge Management Officer and providing necessary IT support and ensuring that adequate cybersecurity measures are in place. •Communicating with Heads of substantive Offices to support the development and implementation of the business plan.

Competencies PROFESSIONALISM: Knowledge of information technology, information security, development, management, implementation and maintenance of complex information technology network systems. Expert knowledge of the area of information security, relevant frameworks and related technology platforms. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply the Authority rules, regulations, policies and guidelines in work situations. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems, good knowledge of organization's information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision- making authority; Makes sure that roles, responsibilities and reporting lines are clear to each staff member; Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; Regularly discusses performance and provides feedback and coaching to staff; Encourages risk-taking and supports creativity and initiative; Actively supports the development and career aspirations of staff; Appraises performance fairly.

Education Advanced university degree (Master’s degree or equivalent) in computer science, information systems, information technology, electronic engineering (with CIT security or cybersecurity as a major) or related field is required.

Security certification such as CISSP, CCSP, SANS, GIAC, CEH, Security+ and/or Offensive Security is required.

A first level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in planning, development, implementation and maintenance of complex computer information technology systems or related area is required. Experience in the administration of IT infrastructure including network servers, web servers, virtual private network, firewall and wireless services is required, with ability to create accurate network diagrams and documentation for design and planning network communication systems. Experience in the area of digital identity, data privacy and delivery of solutions related to cybersecurity is required. Strong understanding and experience of network security, wireless security, application security, infrastructure hardening. Strong understanding of information security administration, compliance, creating, testing, and implementing business continuity and disaster recovery plans Experience with Firewalls, Routers, Intrusion Detection Systems, and Intrusion Prevention Systems (functionality and maintenance). Exposure to a variety of technologies such as web application proxies, databases, LDAP and directory services, application servers, network infrastructure, and understanding of security and dataflow within these components Ability to implement, administer, and troubleshoot network infrastructure devices, including wireless access points, firewalls, routers, switches, controllers, and computer security best practices.

Languages English and French are the working languages of the Authority. For the position advertised, fluency in English is required. Knowledge of French or another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
