Org. Setting and Reporting This position is located in the Enterprise Operations Section (EOS) of the Information Management Systems Service (IMSS) in the United Nations Joint Staff Pension Fund (UNJSPF). EOS is responsible for the provision of Information and Communication Technology Services, such as website, network maintenance, desktop management, Database, and application support. The Information Systems Officer (Data Manager) reports to the Database Administrator (P4) and the Chief, EOS. Responsibilities Within delegated authority, the incumbent will be responsible for the following duties: .Manage the daily production output of all batches, reports and queries needed to deliver data for daily operations using the Oracle-based ERP services known as V3 (Vitech Inc.), consisting of Oracle DB, Oracle RAC and Oracle webLogic services. .Review - with operational managers and the supervisor - the daily batch processes, the conditions for warnings and /or failures, and any potential escalation to operational staff on issues. .Prioritize the processing of batches and monitor their corresponding output. .Perform a nightly review of all batches and report run each evening, note all warnings and failures and conduct daily reviews with the supervisor. .Update the batch/report issue log as needed. .Review the daily backup log for issues and report accordingly. .Update the backup issue log as needed. .Perform nightly system refreshes as assigned by the supervisor, note any issues in the process and conduct daily reviews with the supervisor. .Develop detailed system and other functional specifications and user documentation for daily production services. .Support, maintains, upgrades or enhances existing user V3 production and non-production database systems, with the supervisor, troubleshoots and ensure consistent user support, including the resolution of problems, advising on the use of new techniques, monitoring transactions to measure performance and the continued effectiveness of systems. .Develop and maintain computer tools that require integration of many interrelated systems and program elements; ensure appropriate data security and access controls, considering both local and wide area issues. .Organize and perform unit and integrated testing, designing and utilizing test bases; assist users in acceptance testing. .Develop training materials, operating and user manuals; train staff in the use of tools. .Research, analyze and evaluate new technologies and make recommendations for their deployment. .Participate in writing reports and papers on systems-related topics, system requirements, information strategies, etc. Facilitate communications between the IT infrastructure Unit and clients Competencies Professionalism: -Knowledge of database administration systems, including Oracle. -Knowledge of systems design, and development, management, implementation and maintenance of complex enterprise class Database systems. -Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. -Knowledge of a range of computer languages and development paradigms, knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s). -Shows pride in work and in achievements; -Demonstrates professional competence and mastery of subject matter; -Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; -Is motivated by professional rather than personal concerns; -Shows persistence when faced with difficult problems or challenges; -Remains calm in stressful situations. -Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Education Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of enterprise class database services is required. Experience in current version of Oracle database administration in Oracle RAC environment is required Experience with PL/SQL and scripting is required. Experience in administrating Oracle EBS General Ledger services is desirable. Experience with Oracle WebLogic and/or IBM WebSphere is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required; working knowledge of another official UN language would be an asset.
