Org. Setting and Reporting The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
The position is located in the United Nations Innovation Technology Accelerator for Cities, based in Hamburg (UNITAC-Hamburg). UNITAC-Hamburg is part of the Knowledge and Innovation Branch of the External Relations, Strategy, Knowledge and Innovation Division (ERSKI) of UN-Habitat headquartered in Nairobi, Kenya.
ERSKI is responsible for strategic planning, programmatic direction and operationalization of UN-Habitat's focal point role for the New Urban Agenda and the Sustainable Development Goal in the UN system and for coordination of Emergency Programmes.
The Knowledge and Innovation Branch is responsible for leading the development of UN-Habitat’s flagship reports, the gathering and reporting on urban data through its Global Urban Observatory, and the production of cutting-edge knowledge and innovation on cities, the processes of urban development and urbanization and its associated effects.
UNITAC-Hamburg works with a variety of innovation, prototyping and applied research methodologies to develop innovative solutions that accelerate the achievement of Sustainable Development Goals (SDGs) related to cities and urbanization. These innovative solutions will be tested and scaled through UN-Habitat's global network of country offices, local governments and other partners, including the private sector and the academia.
UNITAC-Hamburg is jointly implemented with the HafenCity University (HCU) of Hamburg and the United Nations Office of Information and Communications Technology (UN-OICT).
The position reports to the UNITAC Lab Manager within the Knowledge and Innovation Branch and has an additional reporting line to the Senior Information Systems Officer in the Policy, Strategy and Governance Division in the Office of Information and Communications Technology. UNITAC-Hamburg will closely align with UN-Habitat's Flagship Programme 2 focusing on people-centred smart cities which is coordinated by the Global Solutions Division, Programme Development Branch.
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:
Responsibilities - Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. - Develops detailed system and other functional specifications and user documentation for major systems. - Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. - Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems. - Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. - Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. - Develops training materials, operating and user manuals; trains staff in assigned systems. - Develops disaster recovery plans and ensures appropriate planning and training of those responsible. - Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. - Participates in writing reports and papers on systems-related topics, system requirements, information strategy. - Facilitates communications between UN-Habitat, UNITAC Hamburg’s UN OICT and other clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the UN-Habitat and UN OICT, for either specific IT services or general technology support, including any charge back mechanisms. - Handles all aspects of contract administration including establishment of service level agreements with vendors and charge back policy for users. - Provides guidance to, and may supervise, new/junior staff and consultants.
Competencies PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is a requirement. A first-level university degree in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of five (5) years of progressively responsible professional experience in developing, managing and delivering highly complex IT systems projects or related area is required Experience in dissemination of best practices in the area of enterprise architecture, technology standards and ICT policies in the urban context is a desirable. Experience at the international level engaging with non-governmental actors (citizens, civil society, and private sector) is desirable. Experience in analyzing new and emerging ICT trends is a desirable. Work experience of working on addressing urban challenges through adaptable ICT solutions is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations language is a desirable.
NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
