Org. Setting and Reporting This position is located in the Enterprise Applications Section, Information Management Systems Service (EAS, IMSS) of the United Nations Joint Staff Pension Fund (UNJSPF).The incumbent reports to Chief of Unit in EAS.

Responsibilities Within limits of delegated authority, the Information Systems Officer may be responsible for the following duties: •Manages projects involving feasibility studies, systems analysis, design, development and implementation of new systems, and/or, participates as a member of a development team with responsibilities for major components of complex systems. •Develops detailed systems and other functional specifications, including user documentation for major systems. •Provides specialized advices to users, analyzing requirements and translating them into new applications; determines application systems integration and linkage issues. •Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support; addresses problems; suggests the use of new techniques; monitors transactions to measure performance, and ensures continued effectiveness of assigned systems. •Develops and maintains computer programs that require integration with interrelated systems and program elements; ensures appropriate data security and access controls, considering both local and wide area architectures. •Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. •Develops training materials, operating manuals and user guidelines; trains staff assigned to systems. •Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. •Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. •Develops disaster recovery plans and ensures appropriate planning and training of those responsible. •Follows defined Software Development Life Cycle (SDLC) methodologies and change control processes. •Maintains, upgrades or enhances existing business intelligence (BI) platforms. •Develops and maintains BI reports, dashboards, and scorecards to deliver information requests and strengthen the business analytics capabilities of the Organization. •Designs, develops, tests, optimizes, and deploys SQL Server Integration Services (SSIS) packages to process data integration requirements. Ensures that design and development tasks conform to all data consolidation, data integration, data transformation, and data quality best practices. •Participates in working group activities related to data quality, metadata, and data governance. •Evaluates and recommends new BI tools and methodologies for data integration and reporting. •Supports the development of policies and procedures for the collection and analysis of data. •Facilitates communication between UNJSPF and its clients with regard to information technology projects and participates in the development and support of Service Level Agreements (SLA). •Participates in all aspects of contract administration, including the definition of SLA and chargeback mechanisms with vendors and third-party service providers. •Provides guidance to - and may supervise - new/junior staff, consultants, etc.

Competencies - PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to, and demonstrated proficiency in, all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, including proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization's information infrastructure and IT strategy, as it relates to user area(s); ability to independently maintain assigned systems and develop innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A Minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of Business Intelligence solutions is required Work experience and extensive knowledge of the Microsoft SQL Server BI Stack (SQL Server, RDMS, SSIS, SSRS, Power BI Desktop, Power BI Pro, Power BI Report Server) is required. Work experience with BI Architecture data modeling, creating documentation, and diagrams that communicate the overall architecture of the solution to business, technical audiences, and support teams required. Experience writing complex Data Analysis Expressions (DAX) in Power BI & Analysis Services desirable. Work experience on cloud based BI platforms such as Azure – Data Factory, AWS – Glue and familiarity with Data Science related advanced cloud BI technologies such as ML, AI, Predictive Analysis desirable. Experience in an international organization or financial institution is highly desirable. Experience and knowledge of Oracle DB with PL/SQL is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

The selected candidate is expected to start as soon as possible. The UNJSPF is an inter-agency body established by the United Nations General Assembly in 1949. The Pension Fund pays benefits in 15 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 130,000 participants who work in the 25 Member Organizations of the Pension Fund.

The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat. On the basis of that MoU and in light of the status of the UNJSPF, staff members applying to posts at the P-5 level in the UNJSPF are exempt from the lateral move requirement for purposes of eligibility. However, selected candidates who do not meet the lateral move requirements will be granted appointments strictly limited to service with the United Nations Joint Staff Pension Fund. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
