Org. Setting and Reporting This position is located in Bamako, in Field Technology Section (FTS) of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Information Systems Officer will report to the Chief FTS Service Management.

Responsibilities Within delegated authority the Information Systems Officer may be responsible for the following duties:

  • Facilitates communications between FTS Units and MINUSMA clients. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and the FTS Unit, for either specific IT services, technology support and charge back mechanisms.
  • Builds and supports controls, to oversee different service providers, and introduce process improvements to streamline procedures and ensure that all aspects of ITIL framework for service delivery are implemented.
  • Manages operations and suggests continuous service improvements while improving compliance of ICT processes and procedures and ensures that all aspects of standardized ITIL framework are fully implemented. - Develops, plans, and monitors implementation of field-based projects
  • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides coordination on introducing technological changes; prepares various technical reports.
  • Provides continuing user support, to include troubleshooting to resolve difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems.
  • Oversees the development of training materials, operating and user manuals and may train staff in new systems.
  • Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.
  • Participates in planning and preparation of the budget, work program and spending plan.
  • Provides guidance to, and may supervise, staff or consultants as required
  • Performs other duties as required.

  • PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education Advanced university degree (Master’s degree or equivalent) in business administration, computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certification in ICT governance, IT Infrastructure Library (ITIL) foundation as well as Prince 2 Foundation is desirable.

    Work Experience A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.

    Experience in managing and coordinating the delivery of Information and Communication Technology (ICT) Tier 1 and Tier 2 service support in United Nations field office missions using standardized ITIL framework is desirable.

    Experience with provisioning and de-provisioning of users and end point devices, as well as mobile device management, is desirable.

    Experience with Microsoft Azure Cloud database, Apps, Power BI, PowerApps is desirable.

    Languages French and English are the working languages of the UN Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of French is desirable.
