Org. Setting and Reporting This position is located in the United Nations Truce Supervision Organization (UNTSO), Jerusalem in the Field Technology Section (FTS). The Information Systems Officer reports to the Chief Field Technology Section.

Responsibilities Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties: -Leads projects involved with feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems; - Develops detailed system and functional specifications, along with user documentation for major systems; -Researches, analyses and evaluates new technologies and makes recommendations for their deployment; -Participates in writing reports and papers on systems, system requirements, information strategy, information management and related subjects; -Handles all aspects of Umoja’s contract administration but not limited to: establishment of service level agreements with vendors and contractors, and, chargeback arrangements with clients/users; -Develops contract compliance checklists and implementation plans; -Coordinates budget cost estimates/planning; acts as focal point for budget matters relating to delegated area of responsibility; formulates and monitors budget allocations/expenditures. -Oversees the submission and processing of the FTS Requisitions for equipment and spare parts relating to delegated area of responsibility; -Supports the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to ICT contract compliance and performance management; -Supervises and provides guidance to junior staff, consultants, contracted and other related personnel. Application Support and Systems Administration: -Provides specialized advice to users, and analyses user requirements to be used for the development of new applications; -Maintains, upgrades and enhances operational systems; troubleshoots and provides ongoing user support, resolves difficult problems, advises on the use of new techniques, and monitors transactions to measure performance and continued effectiveness of systems; -Develops and maintains applications that require integration of interrelated systems; makes recommendations for these applications with regards to systems integration and inter connectivity requirements; -Ensures that appropriate data security and access controls are maintained for network-based applications deployed over local and wide area networks; -Organizes and performs unit and integrated testing by designing and implementing test bases; assists clients/users in acceptance testing; -Develops training materials, operating and user manuals; trains staff on assigned systems; -. -Leads projects related to user application development and support, not limited to, but including Power BI initiatives, booking systems etc. using the standard tools available. Inter-networking and Infrastructure: -Develops plans for major IT systems projects within the mission, monitoring the progress of the design, installation and commissioning of the various networks and systems; -Leads the team in the operation and maintenance of inter-networking systems that includes routers and switches, operating systems platforms, database management systems, servers, workstations, and related equipment; -Devises and administers disaster recovery plans; provides training for support staff to implement these plans to ensure optimal readiness; -Responsible for the proper implementation of backup and recovery procedures; -Maintains a regular review of the network resources access control, data security, and server and data stores security systems; -Ensures all information security systems are properly configured and maintained; -Oversees the user access control for network resources and overall network security.

Education High school or equivalent diploma is required. Technical or vocational certificate in computer science, information systems, mathematics, statistics or related engineering field is required. Certificate in Physical Security and ICT Security related systems is desirable. Certification in Project /Programme Management methodology by an accredited body (for example: PMP, PGMP, PRINCE2 Foundation) are desirable. Information Technology Infrastructure Library (ITIL) foundation level, CheckPoint Certified Security Administrator (CCSA), and Cisco Networking certifications are desirable.

Work Experience At least ten (10) years of working experience in electronic data transmission, network design, telecommunications; and experience in providing ICT operational support services related to assets, telephone billing, communications centre, and/or ICT operations support, including at least four (4) years of experience at the international level are required. Experience in ITIL, PRINCE2, Cisco Networking within an international operation in a post conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (oral and written) is required.
