Org. Setting and Reporting This position is located in the Administrative Unit of the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS). The Administrative Unit supports the Division in planning, implementing, and reporting the utilization of resources, and covers all aspects of administration from recruitment, procurement, IT support, and finance. The incumbent will report to the Administrative Officer.

The Office of Internal Oversight Services is an independent office reporting to the Secretary-General and to the General Assembly. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources, and abuse of authority.

Responsibilities Within delegated authority, the Information Systems Assistant will be responsible for the following duties:

  • Provides support for computer information systems, databases and applications in assigned area; performs complex troubleshooting for various applications.
  • Installs computer application systems software and hardware according to specifications; monitors applications systems using appropriate monitoring tools and produces monitoring reports.
  • Administers user network accounts for ID staff; acts as the Technical Focal Point for receiving and processing OICT requests for services (Umoja access, Mobile Office, mobile phone lines, etc.)
  • Provides maintenance and support services for the Division's case management system (GoCase), including training and support to ID staff with regard to the navigation and usage of GoCase and other applications; contribute to the GoCase Working Group, to further develop and improve the functionalities of GoCase
  • Manages and maintains ICT equipment inventory; initiate obsolete equipment write-offs and return to stock, in accordance with standards set by OICT, and apply special security and confidentiality requirements specific to OIOS/ID;
  • Acts as focal point for all IT procurement-related matters; generate POs and related vendor communication; monitor and initiate license renewals;
  • Processes forensic data and evidence for ID case work: assist investigators in preparing requests for ICT services for obtaining evidence and electronic data; follows up on requests and keep track of the chains of custody and descriptions of data; create forensic images of evidence hard disk drives, and assist in performing the post-image analysis; ensures that all forensic images are securely backed up in the tape drives; assist in drafting of the forensic analysis reports; ensures data consistency, accuracy, and adequate set-up for investigators to analyse data (post in the GoCase file, install on stand-alone laptop, or send data/evidence by pouch); develops standard operating procedures (SOPs) and guidance materials for the use of forensic equipment and software programs;
  • Assists in the identification of user computer application systems needs, including business process and document workflow analysis, organization and maintenance of document repositories; identifies classification schema, retention and archival procedures; designs and develops workflow systems; conducts research on document/information/knowledge management computer applications’ tools, procedures and standards.
  • Provides support on computer application systems development matters, including security and data backup and recovery.
  • Drafts correspondence and communications; including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
  • Keeps abreast of developments in the field; conducts research on new technologies; performs benchmarking and proposes new acquisitions; assists in the implementation of new technologies.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other related duties as required.

Education High school diploma or equivalent is required.

Work Experience Ten years of experience in information systems mangement and analysis, systems administration and maintenance, software development, end user support or related area is required.

Experience in supporting case management systems is desirable.

Experience in forensic IT such as handling of evidence, respecting the chain of custody, data backup, or reporting on forensic data and imaging, is desirable.

Experience with ERP systems such as SAP is required.

Experience in equipment inventory management is desirable.

One year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
