Org. Setting and Reporting The UN Secretary-General's launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs.

The Information Management Unit (IMU) is an integral part of the RCO Nepal. Over the last years the IMU has contributed to preparedness and response planning for the Humanitarian Country Team (HCT). Staff from the IMU have helped to bring about significant improvements in how the HCT undertakes preparedness planning and subsequent prioritisation. The IMU produces Geographic Information System (GIS) maps and other graphic presentations using primary and secondary data on various themes. The IMU also coordinates data collection and data processing; provides data, information management and mapping services to UNCT and partners; and supports the dissemination of information to the wider development and humanitarian community.

The Information Management Unit Manager reports to the Head of the Resident Coordinator’s Office.

Responsibilities Within delegated authority, the Information Management Unit Manager will be responsible for the following duties:

1. CONTINGENCY PLANNING: - Work with the Humanitarian Coordination Adviser to support the development of ERPs for seismic and flood risk. Will design methodologies for the identifying caseloads of persons that may, potentially, be affected by floods and earthquakes. - On behalf of the UNRCO, will manage relationships with key information management partners to gain access to up-to-date and relevant datasets that can support the development of ERPs. - Will lead the development of provincial and palika profiles for particularly high-risk locations and will support the Digital Research in Humanities and Art DRHA in disseminating such information products with local level, provincial and federal government actors. - Will maintain 4W and other information management products on behalf of the HCT and will be shared with MoHA and other actors.

2. UNDERTAKE EARLY AND LOW REGRETS HUMANITARIAN RESPONSES THROUGH THE DEVELOPMENT OF INITIAL SCENARIO DEFINITIONS BASED ON ANALYSIS OF PRE-CRISIS/SECONDARY AND REAL TIME DATA: - Will lead the development of scenario definitions working with the support of the KIN Working Group. - Following a request from the HCT, Will be responsible for producing a scenario definition within a 48-hour period.

3. LEADERSHIP OF INTER-CLUSTER WORKING GROUPS, SPECIFICALLY THE KIN WORKING GROUP AND THE INFORMATION MANAGEMENT (IM) WORKING GROUP: - Chair both the KIN and IM working groups and undertake a review of their functionality and membership and will develop their annual workplans.

4. MAINTENANCE AND PROMOTION OF THE INDEX FOR RISK MANAGEMENT (INFORM) – SEE HTTP://WWW.INFORM-INDEX.ORG/SUBNATIONAL - Will be responsible for maintenance of the INFORM tool and as part of this twill work to access latest datasets to facilitate updates to the index. - Led the development of information products based on the INFORM tool.

5. MANAGEMENT AND SUPERVISION OF INFORMATION MANAGEMENT UNIT: - Will be responsible for the overall management and supervision of the information management unit within the RCO Nepal. - Provides advisory services on record keeping practices include: needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications. - Researches, analyses and evaluates new applications of information technology to archives and records management and makes recommendations for their deployment. - Participates in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of record-keeping application improvements and new systems; provides user support. - Develops training materials and user manuals; trains staff in use of the record keeping system assigned. - Evaluates adequacy of existing records management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization. - Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations. - Performs other related duties, as required.

Education Advanced university degree (Master’s degree or equivalent) in archival, information science, information systems, social science or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required.

A proven track record of leading information management processes including those related to Geographic Information System GIS in a development or humanitarian setting is required.

Experience of management, coordination and liaison with disaster affected communities, Government agencies, relief organizations, donors and the other stakeholders is required.

Understanding of the humanitarian principles and other humanitarian norms is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Nepali is required.Knowledge of another languages used in Nepal (such as Hindi, Maithili and Bhojpuri) is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas)

Special Notice This is a project post. Appointment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate or the availability of the funds. THIS POSITION IS OPEN TO NATIONALS OF NEPAL. National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office. If no suitable local candidate is identified, Nepal nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to traveling and relocating to Nepal in the event of an employment offer.
