Result of Service - Support the implementation of the activities as outlined in the country level PSEA Action Plan. - Prepare for the submission of the RCs PSEA management letter. - Roll-out sexual misconduct session at UNDSS Security Briefing for new hires once a week. - Support RC to organize annual extraordinary UNCT meeting on PSEA. - Support RC to conduct dedicated all staff townhall on PSEA. - Support the PSEA Working Group co-chairs with strategic guidance, agenda setting and conducting meetings. - Support RC to Send letter to all staff/personnel reiterating our obligations on PSEA based on SG’s Bulletin on SEA and SH. - Provide regular support to the UN SEA reporting hotline operators and facilitate the challenges coming at hotline operating system. - Develop PSEA Communication Strategy for UNCT. - Provide technical support to the PSEA Focal Points on agency specific PSEA. - Develop and disseminate clear and consistent messages on PSEA that are accessible and context specific. - Support UNCT in translating PSEA commitment into actionable steps by integrating PSEA into the UNSDCF implementation. - Any other related tasks as may be required or assigned by the supervisor.

Duties and Responsibilities Sexual exploitation and abuse (SEA) and sexual harassment (SH) violate universally recognised international legal norms and standards and have always been unacceptable behaviours and prohibited conducts for United Nations (UN) staff and related personnel. SEA/SH are also acknowledged to be rooted in unequal power relations, abuse of power and gender bias. UN’s zero tolerance policy envisions an international humanitarian and development assistance free of any form of exploitation, abuse and harassment, that adequately prevents such conduct and, if it occurs, takes timely appropriate corrective action, while offering support to those targeted by such conduct. The UN looks at driving a cultural transformation across the whole UN system and takes as an approach the strengthening of (a) collaboration and coordination among UN entities to ensure system-wide efforts, and of (b) partnership with the humanitarian sectors, such as with the Inter-agency Standing Committee, the interagency mechanism for the coordination of humanitarian assistance, bringing together United Nations and non-United Nations humanitarian partners. The Safe Space Study Report published in January 2019 revealed that one-third of UN’s staff and contractors say they experienced sexual harassment over the past two years. The online survey was completed by more than 30,000 people from the UN and its agencies.

In Nepal, the UNCT has taken concerted efforts to establish PSEA mechanisms and increase the awareness and understanding of all personnel and partners on PSEA. An inter-agency PSEA Working Group has been established (co-chaired by UN Women and UN RCO) and all agencies have PSEA Focal Points responsible for taking forward joint commitments on PSEA. Considering the extensive COVID-19 preparedness and response efforts, the UNCT has recognised the need to intensify and hasten the establishment of more strategic, coordinated, and effective mechanisms across the UN System in Nepal. In support of this, the UNCT has decided that a dedicated PSEA Coordinator will be required to strengthen the UN’s joint PSEA efforts.

Qualifications/special skills Master's degree in social work, Psychology, Gender Studies, Development Studies, Human Rights, International Development, Humanitarian Studies or any other relevant field. Minimum 5 years' experience in safeguarding and prevention from sexual exploitation and abuse, child protection, gender-based violence.

Languages Fluency in English and Nepali is required.
