Result of Service a) The IT Specialist will be based in MoCC for the full period of assignment. b) S/He will report to Coordinator/Facilitor LII / Climate Change expert. c) S/He shall submit periodic reports on quarterly basis which will then be shared with UNEP under the contractual arrangement between RCO and UNEP.

Duties and Responsibilities The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. The UN is present in Pakistan with 23 UN agencies, funds and Programs (AFPs) that together constitute the United Nations’ Country Team (UNCT). UNCT being headed by Resident Coordinator and the UN Resident Coordinator’s Office (UN RCO) is mandated for coordination of UN work at country level among all UN agencies. Working closely with national governments, the Resident Coordinator and UN Country Team advocate the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family. Coordinating development operations promotes more strategic support for national plans and priorities, makes operations more efficient and reduces transaction costs. D. Project Description United Nations Sustainable Development Cooperation Framework (UNSDCF) The UNSDCF 2023-27 represents the UN development system’s collective offer to support the country in addressing key Sustainable Development Goals (SDG) priorities and gaps. It begins and ends with an analysis of the country’s development landscape and SDG priorities, including through the lens of the imperative to leave no one behind. The UNSDCF serves as the core accountability tool between the UN Country Team (UNCT) and the host Government as well as between and amongst UNCT members for collectively owned development results. The UNSDCF for Pakistan 2023–2027 is signed between Government of Pakistan and UN in Pakistan; https://pakistan.un.org/sites/default/files/2022-11/Pakistan_UNSDCF_Final.pdf It advances the 2030 Agenda for Sustainable Development (UN General Assembly Resolution 72/279) through five priority outcomes. 1. Basic Social Services (health, education, water, sanitation, nutrition and social protection/well-being) 2. Gender Equality and Women Empowerment 3. Climate Change and Environment (ecological restoration of Indus river basin) 4. Sustainable Inclusive economic growth and decent work 5. Governance (Peace, rule of law, institutional capacity building) The Climate Change outcome group is led by the FAO Representative.

Living Indus initiative

As part of the UN SG call to action on the Triple Planetary Crisis (TPC ) of Climate change, Biodiversity Loss and Pollution, the UN in Pakistan supported the Government of Pakistan in development of the Living Indus Initiative www.livingindus.com which is a long-term and strategic vision for Climate adaptation and resilience through the TPC approach in Pakistan and is aligned with UNSDCF’s Climate change and environment outcome. The Living Indus Initiative (LII) is a call to action to lead and consolidate adaptation, restoration, and mitigation initiatives to restore the resilience of the Indus basin as a natural system that is most vulnerable to climate change. As an umbrella initiative of 25 interventions LII aims to strengthen adaptive capacity to climate related disasters in the Indus Basin and has been approved by the government of Pakistan as a flagship initiative of climate resilience, in the context of 4RF.

Scope of Work The Information Management Specialist will support the coordinator and MOCC in the implementation of the Living Indus Initiative and will be responsible for the following: •Develop crowd sourcing knowledge applications for the LII. •Develop and maintain systems and other functional specifications and user documentation for the Information systems / mobile applications for Living Indus Initiative •Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. •Develops and maintains computer programs / web applications that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. •Develops training materials, operating and user manuals; trains staff in assigned IT systems. •Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc under Living Indus Initiative;

Duration of the Work 12 months full time (with the possibility of extension, based on performance and funds availability)

Qualifications/special skills 1.Master’s degree in Computer Sciences, Information systems technology, software engineering or Bachelor’s degree in the relevant fields with at least 7 years of experience. . 2.Well versed with the Xamarin based mobile application technologies. 3.Well versed with the Programming Languages including C#, PHP with backend database support for MYSQL and SQL Server. Experience or / and knowledge in data management Experience in planning, design, development, implementation and maintenance of computer information systems / web applications or related area is required. Experience in one or more aspects of the implementation of an information systems development is desirable. Relevant professional experience within the UN common system would be a strong asset but not a necessary condition Must be able to demonstrate efficient leadership qualities while dealing with variety of stakeholders Must be able to write and present technical reports and undertake analyses for the benefit of target audience Must be well able to brainstorm with others, thrive in a collaborative team environment, multi-task, and quickly adapt to change Strong interpersonal communication skills (both verbal and written

Languages Fluency in English and Urdu (written and spoken for both languages) is required.
