Org. Setting and Reporting This position is located in Needs and Response Analysis Section (NARAS), Assessment, Planning & Monitoring Branch, Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva, Switzerland. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Information Management Officer reports to the Chief, Needs and Response Analysis Section (NARAS).

Responsibilities Within delegated authority, the Information Management Officer will be responsible for the following duties:

Data processing and data management

•Provides technical support to set up and to analyse results from online surveys (e.g. Kobo ToolBox, Open Data Kit, Monkey survey etc.), including for Multi-partner reviews, competency surveys etc., linked to humanitarian needs analysis and planning, and to the Humanitarian Programme Cycle (HPC). •Provides technical advice and develop methodologies, as appropriate, to estimate population figures and the number of People in Need (PiN), and other automated analyses, including those associated with the Joint Intersectoral Analysis Framework (JIAF). •Participates in the development, implementation and management of sectoral and intersectoral indicators, together with accompanying data, included as part of Common Humanitarian Datasets and the Indicators Registry. •On request, leads the collation and merging of baseline and in-crisis datasets. Compiles and performs data analysis, particularly on demographic, affected population, multisector needs and vulnerability data, in different formats (including Geographic Information System- GIS).

Geographic Information System (GIS), Mapping and Infographics

As needed for humanitarian needs analysis and planning, including for the HPC: •Develops and maintains spatial baseline and operational datasets in accordance with relevant standards and guidance. •Produces and updates high-quality map products and online services. •Maintains a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services. •Provides GIS support to the office and field requests; lead the development of appropriate maps and infographic products to support humanitarian decision-making and reflect humanitarian situations, needs, and responses.

Knowledge management and Websites

•Researches, analyses and evaluates new applications of information technology to enable knowledge management. Makes recommendations for, and support their deployment. •Participates in knowledge management projects, contributing to feasibility studies, systems analysis, design, development and implementation, as well as the evaluation and testing of application improvements and new systems. Liaise and ensure interoperability with other web platforms as appropriate. Provides user support. •Sets up, populate and keep up-to-date the knowledge management platform related to the humanitarian needs analysis, planning and monitoring, including as part of the HPC. •Maintains the relevant sections of HPC websites in accordance with the OCHA standard templates.

Capacity strengthening

•Designs, organizes and facilitates training and workshop activities for OCHA and inter-agency staff on the operationalization of coordinated joint assessment and analysis policies, tools and guidance, including Coordinated Assessment and Information Management (CAIM) training, Advanced Training for Analysis in Humanitarian Settings (ATAHS), IMPACT training, HPC workshops, HPC-related government led workshops etc.. •Advises and provides remote and direct field mission technical support to OCHA Country Offices on joint needs assessment and analysis processes, including for the annual Humanitarian Needs Overviews (HNOs) and other exercises (e.g. Flash Appeals, UNDAC Assessment & Analysis Cell). •Participates and represents the Section in the global Information Management Working Group (IMWG) meetings. Advise and support global level discussions such as guidance on Humanitarian Population figures, internal displacement data and collection of population statistics. •Performs other related duties, as required.

Ability to conduct data collection using various methods; Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases; Ability to demonstrate conceptual, analytical and evaluative skills and conduct independent research and analysis, identifying and assessing issues, formulating options and making conclusions and recommendations. Education Advanced university degree (Master’s degree or equivalent) in information management, information systems, geographic information systems, computer science, data science, social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems and mapping, data visualization, data analysis or other related area, with a minimum of two (2) years of recent relevant experience in the field is required. Experience of mapping applications such as ArcGIS is required Experience of graphic software, e.g. adobe illustrator, Photoshop etc. is required. Experience working in humanitarian field operations is required. Direct experience with implementing or supporting data cleaning, collection and analysis in the Humanitarian Programme Cycle is required. Experience of working with and managing relationships with multiple stakeholders is required. Experience managing information in disaster response or complex emergencies is desirable. Relevant experience within the UN system or an international organisation is desirable. Experience adapting and designing customized analytical outputs for decision-makers is desirable. Experience in designing and implementing methodologies for measurement in contexts with constraints is desirable.

Languages French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French, Spanish and/or Arabic is desirable.

Assessment The evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice The appointment/assignment is until 31 December 2021 with the possibility of extension, subject to availability of funds and mandate extension. The selected candidate is expected to start as soon as possible. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.

However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
