Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Information Management Officer to create and develop DRC’s Information Management Systems and tools. DRC Lebanon has developed a beneficiary centric integrated system for three main sectors Protection, Economic Recovery, and MEAL along with humanitarian common platform to manage referrals between partners in Lebanon. The Referral Information Management System ”RIMS” has the capacity to generate two categories of valuable data that can be used to improve humanitarian response: 1) information on the effectiveness and timeliness of referral processes and 2) gaps in service provision across sectors. Additionally, DRC Lebanon has developed an Information Management System for LINKED Consortium to manage Livelihoods/Economic Recovery intervention called ECRIMS.

About the job

The Information Management Officer supports DRC Lebanon programme objectives through the provision of high-quality information products and services, ensuring all programme sectors have access to essential information for analysis and decision-making. The Information Management Officer participates in the development of systems rolled out in DRC Lebanon Alpha, Referral Information Management System “RIMS”, and Economic Information Management System “ECRIMS” (with more focus on RIMS) and provides support to information management team staff in Beirut and field. Additionally, the Information Management Officer will coordinate with RIMS partners on any technical needs

Your main duties and responsibilities will be:

  • Administers, maintains, and develops DRC Lebanon IM tools and systems including Alpha, RIMS, ECRIMS and any other IM tools used at field or regional levels with more focus on RIMS
  • Provides technical support to all RIMS and ECRIMS users related to data extraction, data management, data validation and/or any data processing tasks.
  • Administers, maintains, develops and implements policies and procedures for ensuring the security and integrity of Alpha, RIMS, ECRIMS and any other IM tool used at the field;
  • Works closely with RIMS Team to ensure RIMS reflects all programme needs and users are satisfied with system usage.
  • Provides technical guidance and troubleshooting support for data planning, collection, recording and reporting requirements for IM staff and System users (ALPHA, RIMS, and ECRIMS);
  • Manages data on online google sheets or offline excel file.
  • Create RIMS/ECRIMS dashboards for donor/internal reporting, dashboards for data validation/verification, and any other IM products using PowerBi and Adobe tools.
  • Create online and offline data entry forms using ODK.
  • Reports regularly to the IM Coordinator/PDQ Manager on the progress and quality of the data;
  • Develops a comprehensive work plan in cooperation with the IM Coordinator/PDQ Manager;
  • Produces and files information management products such as statistical and graphical reports;
  • Takes responsibility for adapting and testing the IM systems and databases;
  • Manages, and creates users access to Alpha and RIMS and their permissions;
  • Identifies technical gaps in the program and identifies/implements solutions to meet these gaps;
  • Reports internally weekly achievements;
  • Any other duties as agreed with the IM Coordinator/PDQ Manager;

About you

To be successful in this role we expect you to be familiar with JSON, ASP.Net core, and PostgreSQL in addition managing online google sheets. Moreover, we also expect the following:

Required

  • 2-3 years of experience in information/data management systems in a humanitarian context.
  • Extensive experience in managing No SQL databases using JSON
  • Experience in data visualisation tools mainly Power BI, and Adobe suite.
  • Technical experience implementing IM programs/systems for NGOs.
  • Experience in data collection and analysis, and program reporting.
  • Extensive experience in PostgreSQL database systems
  • Experience in Java script.
  • Extensive experience in Excel, and its functionalities such as pivoting, vlookups, and excel functions.
  • Experience in creating online forms using online platforms such as Kobo, and ODK.
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail

Desirable

  • Experience in ArcGIS and QGIS
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • I/NGO experience preferred
