How can you make a difference?

The Information Management Officer (IMO) will be responsible for collection, triangulation, collation and analysis of data from government and implementing partners and monitor activities – including the identification of gaps and bottlenecks throughout the programme. The information will be used to improve integration, and convergence across programme results areas and targeting of efforts to improve access to basic services for the refugee and host communities as well as to facilitate evidence-based strategic decision-making in the changing landscape of the “nexus” between humanitarian and development.

The incumbent will also be responsible for the capacity building of implementing partners on information management systems, data collection and data processing methodologies, as well as supporting them to pursue process innovations in information management systems to facilitate decision, planning and monitoring of interventions for children and women.

The post will be based in Cox’s Bazar with frequent field visits to the Rohingya refugee camps and Bangladeshi Host Communities.

MAIN RESPONSIBILITIES AND TASKS:

1. Information Management

  • Establish timely and effective data collection and management system to support the programme on the planning and programming related to the overall information management strategy
  • Collate sections’ data, analyze, identify and address information management gaps and facilitate information sharing between sections in the DEVCO programme to enhance integration and convergence.
  • Define areas of priorities and needs in information management system for the programme and lay out strategy/workplan to build effective and integrated information management systems to support decision making and monitoring of results.
  • In coordination with the Communication for Development (C4D) section, provide support in undertaking qualitative analysis of the information received from the Information and Feedback Centers (IFCs) in line with AAP agenda to inform adjustments in programming as required.
  • In the coordination with the Field Coordinators, coordinate the data collection from the project sites, analysis and dissemination to inform needs assessment and decision-making.
  • Maintain and strengthen programme databases (e.g. track partner activity, coordinate monthly reporting from partners, etc.)
  • Coordinate section-specific information gathering and processing to ensure consistency and coherence across sections, including identifying, collecting and providing relevant data to the DEVCO coordinator, partners, and relevant information management products such as fact sheet reflecting status of the programme.
  • Work closely with the section IM-Officers to ensure consistency and inter-operability between his/her data and other operational data sets and ensure consistency between his/her data base and other data sets drawn from partners to ensure consistency of data reporting.
  • Strengthen the information management tools for real-time data collection, analysis and visualization to facilitate monitoring, reporting and decision-making in line with the programme needs.
  • Ensure consistency of data across programme result areas and that all datasets are properly catalogued and backed up.
  • Introduce, pilot and scale up innovative information management systems including remote data collection mechanisms required in response to the COVID-19 situation.
  • Work with the section teams to adapt new/existing information management approaches for collecting, analysing and reporting section and sector activities and resources, and identifying information gaps

2. Data Analysis and Visualization

  • Support the programme in undertaking data analysis based on the updated dataset and generate data visualization through infographics, maps, tables, graphs and other statistical data products for quality reporting, resource mobilisation and communication data analysis.
  • Use GIS or online mapping platforms as available and desired for map production and geographic data management
  • Produce regular data visualisation products (including maps, dashboards, infographics, factsheets) on programme implementation for distribution to various stakeholders and resource mobilisation that present information in a way that is easily understood by various stakeholders.

3. Capacity Building

  • Support the programme sections in building the information management capacity of national counterparts and implementing partners in line with the programme needs
  • Facilitate cross-programme learning and best practices transfer through documentation, dissemination and sharing of lessons learned, case studies, articles and fact sheets

4. Coordination

  • Coordinate data collection, analysis and mapping that require cross-section and multi-sectoral approach and involvement several partners.
  • Support the sections in data analysis of surveys data across programme result areas for monitoring purposes and in data quality and consistency control
  • Provide information management leadership in assessments and monitoring, including development and analysis of needs assessment and monitoring programmes

5. Networking

  • Maintain strong inter-sector relationships for information-sharing and coordination with key sectors (Education, WASH, Child Protection, Nutrition and Social Protection.)
  • Establish and cultivate strong knowledge networks and communities of practice for effective information and knowledge sharing through active engagement with programme and sectors teams.

To qualify as an advocate for every child you will have…

  • University degree in computer science or information systems/technology and statistics.
  • 2 years’ work experience including 1 years with either the UN and/or NGO. Experience in humanitarian settings is a strong asset
  • Experience in conceiving and developing information systems and tools to respond to a variety of requirements (ideally with ONA, KOBO)
  • Experience in mapping (with software like ARCGIS)
  • Experience of producing visualization tools and dashboard (using tableau or PowerBI)
  • Strong knowledge of, and experience in using, GIS and databases. Experience with Open Data Kit and mobile data collection an asset
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
