The IRC Iraq program was established in 2003 and is currently operating programs in 14 governorates in the Kurdistan Region and south central Iraq with an annual budget of over $30 million. Working in coordination with the humanitarian community, the IRC's assistance programs for Syrian refugees and internally displaced persons (IDPs) in Iraq, includes both camp-based and urban-based refugee and IDP assistance. The IRC Iraq supports IDPs, returnees, host communities and Syrian refugees across 14 governorates in Iraq with activities focused on education, protection and rule of law, women’s protection and empowerment, child protection and livelihoods activities. The IRC Iraq’s country office is based in Erbil, with field offices in Mosul, Kirkuk, Ramadi, Duhok and Baghdad.

In Iraq, high-quality Early Childhood Development (ECD) programs have the potential to provide the foundation for children future academic success, health, prosperity, and wellbeing. A large body of scientific evidence emphasizes the need for increased investment in early childhood, particularly for children experiencing conflict, crisis and displacement; these children are extremely vulnerable to the long-lasting effects that prolonged stress has on the developing brain.

In December 2017, Sesame Workshop and the IRC were awarded the MacArthur Foundation’s inaugural 100&Change grant to make real progress toward solving a critical problem of our time. With the extraordinary investment of $100 million, our partnership will transform the language, early reading, math, and social-emotional skills of a generation of children ages 0-8 affected by the Syrian war. Focusing on children in Iraq, Jordan, Lebanon and Syria over the next five years, the plan combines the depth of in-person services, reaching 1.5 million children, with the breadth of mass media, reaching 9.4 million children. Job Overview/Summary

The Information Management Officer (ECD) will be responsible for maintaining the data and information management systems and act as the data focal point for the ECD programme, as implemented directly or with partners. The IM Officer will coordinate data and information management between the programme and also between the implementing partners, and the Information Management Team at the MEAL Unit.

Major Responsibilities

Data handling, Reporting and visualization (80%)

· Ensure that all collected program data include the minimum required for follow-up, capture of beneficiary reach, and conduction of program quality monitoring tools as well as beneficiary feedback tools.

· Support the formulation of the M&E Matrix and plans to address indicator reporting requirements

· Support the program and partner staff with use of the new data management technology systems and tools.

· Provide training and support field enumerators and partners on data capture, analysis and use

· Support data capture processes to ensure they are implementated according to plans and agreed standards

· Work closely with the IM and T4P Manager and the sector IM Officers on conducting regular data reviews

· Provide analysis of information and data to address reporting requirements

- Assist in regular reporting for donors and internal reports (such as ADM) in coordination with the Regional IM Officer, as required

· Support the draft of mobile/digital data collection surveys for the field teams in coordination with the MEAL team

· Maintain the program specific portion of data capture, analysis, and warehousing platforms so they are well organized and accessible

· Systematically review datasets for deficiencies or errors based on data quality SOPs and on correcting any incompatibilities where possible

· Develop and support in managing the IRC’s information management systems, platforms and databases for the program

· In coordination with the Senior M&E Officer, share monitoring data with ECD program staff on a regular basis to ensure use of data to improve programming

· Update paper and/or electronic monitoring tools as needed to resolve any problems encountered during data collection in the field

· Analyze and report monitoring data for ECD activities across all sectors (ECD, WPE, CP)

Capacity Building (10%)

- Build the capacity of program and partners’ staff in relevant Information Management technical and management competencies.

· Train monitoring assistants or Third-Party Monitoring (TPM) staff and other relevant personnel on the monitoring data collection tools (in CommCare) and processes;

Communication (10%)

· Support timely information sharing regarding IM challenges and needs

· Coordinate closely with the MEAL team’s IM and T4P Manager to acquire all relevant and required support.

External******: New York University, Sesame Workshop, Local Partners, Relevant Ministries, and Communities.

Qualifications

Education:

· University degree in information management and systems, computer science, data science, business administration, marketing, economics or a related field.

Work Experience:

· Minimum 2 year previous experience working with information systems management, monitoring and evaluation, database development and management; NGO experience an advantage

· Statistics, data analysis, data-driven computation are all relevant areas of experience

· Knowledge about the Syrian context is a great advantage

Demonstrated Technical Skills:

· Experience with descriptive data analysis and/or data management

· Able to think critically about data and information, triangulating and cross-checking data when needed and with minimal guidance

· Excellent visual design sense regarding clear and accurate presentation of data, and preferred experience using PowerBi for visualizations

· Strong computer literacy with Microsoft Office (in particular, Excel)

· Experience with Mobile Data Capture (MDC) tools and creating MDC surveys

Demonstrated Managerial/Leadership Competencies:

- Exceptionally good analytical and reporting skills with attention to detail. - Excellent organisational and time management skills and ability to meet strict deadlines. - Good interpersonal skills and ability to work as part of a team as well as independently.

Languages:

Fluent in Arabic and English

Working Environment:

The position will be based in Erbil, Iraq with frequent travel to field sites in Ninawa, Anbar. Occasional travel to other governorates may also be required.
