You have:

  • University degree in Information Management, Library and Information Science, Records Management, Knowledge Management, Information Systems, or another relevant field.
  • Minimum 3 years of professional experience in information management, records management, knowledge management, or a related field.
  • Experience supporting users in the application of information management standards, procedures, or tools.
  • Experience in training or advising staff on information management practices is an asset.
  • Strong communication, interpersonal, and training skills, with the ability to explain procedures and promote good practices among staff.
  • Excellent command of English.

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Information Management Officer supports the Belgrade Regional Delegation in ensuring that information is managed responsibly, securely, and efficiently throughout its lifecycle. This role contributes to operational effectiveness by strengthening information governance, promoting good information management practices, and supporting the implementation of institutional IM standards, particularly in the areas of information security, records and archives management, and staff IM capacity-building.

The role also maintains coordination with IM focal points in other regional sites and provides back-up support to ensure continuity of IM activities during their absences.

Accountabilities & functional responsibilities

Information Management Support and Coordination

  • Manages and supervises the use of collaborative platforms and databases within the delegation.
  • Acts as the relay for policies, guidelines, and directives issued by the T&I Information Governance Unit, ensuring they are communicated and understood by staff.
  • Acts as access and account manager for the Belgrade Regional Delegation, managing user access rights and permissions in relevant information management systems.
  • Provides Information Management briefings to all newly arrived staff in the Belgrade Regional Delegation.
  • Organizes regular training and awareness sessions for users to promote compliance with institutional IM rules, procedures, and good practices.

Implementation of IM Standards and Practices

  • Supports the implementation of information management initiatives and projects in the delegation.
  • Change management: supports staff in understanding the rationale behind changes in the IM environment and facilitates the adoption of new tools, procedures, or practices.
  • Contributes to the development, review, and implementation of information management procedures and communication guidelines within the delegation.

Records and Archives Management

  • In the role of Site Records Manager (SRM), monitors records management practices across units and ensures compliance with institutional records management rules and procedures.
  • Manages intermediary archiving of electronic and paper records, ensuring proper processing, classification, and preservation in accordance with institutional archive requirements.

Professional experience required

  • University degree in Information Management, Library and Information Science, Records Management, Knowledge Management, Information Systems, or another relevant field.
  • Minimum 3 years of professional experience in information management, records management, knowledge management, or a related field.
  • Experience supporting users in the application of information management standards, procedures, or tools.
  • Experience in training or advising staff on information management practices is an asset.

Desired profile and skills

  • Good understanding of information management principles, including records management, information governance, and information lifecycle management.
  • Familiarity with collaborative platforms and document management tools (e.g., SharePoint, MS Teams, or similar).
  • Ability to organize information structures and support users in applying good information management practices.
  • Strong organizational skills and attention to detail when managing information structures and records.
  • Strong communication, interpersonal, and training skills, with the ability to explain procedures and promote good practices among staff.
  • Excellent command of English
  • Proactive and solution-oriented approach to identifying and addressing information management needs.
  • Ability to work autonomously while maintaining coordination with the regional IM team and relevant stakeholders.

Additional Assets

  • Experience working in an international or humanitarian organization
  • Experience with archives management or information security practices

Relationships

  • Internally, interacts with staff at headquarters and in the field.
  • Externally, interacts with commercial providers and liaises with State administrations.
  • When working with the management, acts as a point of contact for ministers or representatives of ministries, high-ranking military officers, managers and coordinators of National Societies, UN representatives and other external actors.
