Org. Setting and Reporting

This position is located within the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/ISIL in Iraq and the Levant (UNITAD) and will be based in Baghdad, Iraq. The Information Management Officer reports to the Chief of Office of Evidence Management.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities

Under the supervision of the Chief of the Office of Evidence Management, the Information Management Officer (IMO) will be responsible for the following duties:

•Leads the mission's information governance (IG) programme and projects. •Supports the mission in reviewing, and providing a comprehensive assessment of, the mission's existing IG program and assessing and addressing the information needs of the Mission for effective information-governance management. •Oversees the population of evidence systems to ensure the proper storage of information and evidence. •Oversees and enforcing evidence handling standards and custodial obligations of the Evidence Management team, removing barriers to team success, and maintaining accountability with the team; •Oversees the Electronic Discovery Review Team and its document review, redaction, and bibliographic coding projects. •Identifies any underdeveloped or missing elements of the mission's current information governance program and builds out or fills these functions with either internal staff or external hires as appropriate. •Develops and oversees the implementation of the Mission's evidence and information management programme, monitors the progress of programme in field offices, ensures compliance with Section standards and guidelines. •Formulates mission-specific policies, procedures, objectives, and guidelines affecting the development and maintenance of the mission's information, data, documents, non-current records and archives, delivery of reference services, document-management support, web publishing support, data quality-control, archival description and systems management, drawing upon Organizational and DPO-DFS guidance on information management. •Analyzes, identifies, and makes recommendations to mission senior management on information-management services, initiatives, and ICT systems to address information needs from the information-management and recordkeeping perspective. •Works cross-functionally and collaboratively across all groups within the mission, and all management levels, to develop a strategic vision for the mission's information-governance programme and a framework for implementing that vision. Through effective collaboration and relationship building, will ensure that the vision is consonant with the mission's mandate and its organizational culture, and that is can be effectively implemented and integrated across the organization at all levels. Establishes and leads an information-governance steering committee, including ensuring that all organizational concerns are represented. •Provides advisory services to all offices in the mission on information-management practices based on needs, business process, workflow, technical-architecture and information-resources analysis; makes recommendations relating to information, document, data, web publishing and recordkeeping practices, improvement and implementation strategies, resource requirements, file plans, retention schedules, and procedures for transferring records to the section; organizes and maintains UN records; preserves and disposes, identifies and protects vital records; and informs management policies and procedures, with an emphasis on technological applications. •Manages information security by enforcing security-classification restrictions; facilitates declassification reviews by liaising with originating offices; and ensures the physical security and safety of the Organization's information. •Develops programmes to audit information security and information-management performance and compliance across the mission, including data-quality assurance, and remediates where necessary. Continually expands the mission's incident readiness. Ensuring that all regular or anticipated events (security events, investigations, employee departures, etc.) are built into processes so they are not disruptive of routine. •Develops and oversees the delivery of information and records-management training to the mission regarding activities, tools, and services; including document, data, web publishing and records management, drawing upon standard training approaches defined by the Organization. •Identifying and implementing technological solutions to enforce information-governance policies and procedures in a way that minimizes the burden on mission personnel while still adhering with Organizational policy on security classifications and information access guidelines, including the Intranet, document-storage tools, data storage, records storage, and visualization mechanisms. •Provides reliable, up-to-date research and specifications for information-management technology and innovations relevant to information management, web publishing, data management, records management, and archives. Evaluates and pilots emerging technologies (including software applications and associated hardware, e.g., data collection and visualization systems, document/correspondence management products, imaging and digitization systems and storage systems) to develop strategies for integrating records created in diverse systems into an electronic recordkeeping system; to plan and develop migration strategies for archival preservation of electronic records and to develop and maintain expertise necessary to advise mission offices in the management of electronic records. •Ensures the preservation of information assets with continuing value by appraising information according to its administrative, legal, financial, and/or historical value; assures the delivery of records and/or copies; implements retention schedules with records-originating offices; monitors compliance with the requirement to transfer inactive records to Headquarters; and, where applicable, identifies non-core records for transfer to commercial storage and manages commercial storage contracts. •Carries out managerial responsibilities at the unit level relating to compliance with administrative requirements, programme planning, policy and procedure recommendations, budgeting, human resources, and facilities management. •Develops client outreach strategy and programme and coordinates its implementation. •Represents the Section, as required, in departmental offices and at working groups, task forces and other fora, advocating information-governance perspectives and standards. •Evaluates the performance of vendors and certifies invoices, as necessary. •Guides, trains, and supervises professional and general service staff in the various records information management functions. •Performs other duties as assigned.

Education

Advanced university degree (Master's degree or equivalent) in information management, information science, law, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in modern archives management, record keeping, information management, electronic discovery or related area is required.

Experience with Relativity administration and managing document reviews, investigations, and productions in Relativity is required.

Experience in electronic evidence handling including chain of custody, provenance, verification, authenticity, and auditing is required.

Experience with documents using right-to-left script and information retrieval techniques for Arabic is desirable.

Recent experience with current versions of RelativityOne is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.
