Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of Chief of Field Operations or his/her designated mandated representative(s), the UN Volunteer Information Management Officer will:

Data Collection and Management:

  • Identify IM tools available with different stakeholders, as well as advise on current sectors/Clusters information gaps at national and sub-national levels, including under the COVID-19 response, and propose ways to bridge those gaps
  • Design an appropriate reporting data base as well as dashboards, develop and maintain databases and analytical tools as appropriate
  • Proactively liaise and gather information from other sectors /organizations as well as national and sub-national authorities to assess and access existing information (primary and secondary type of information) on scale up early recovery and development in a real-time data acquisition.
  • Identify barriers for information collection, collation, analysis and sharing and develop appropriate supportive strategies to overcome these barriers.
  • Data gathering and keeping of relevant related sectors/Cluster data sets focusing on humanitarian, early recovery and development data, including linkages with relevant humanitarian clusters data sets for correlation such as number and location of population (IDPs, refugees, returnees, host communities), population movement, camps and settlements, access to basic services, outbreaks, infrastructures, socio-economic data, etc.
  • Design, develop and manage data server/archive of relevant related sectors/Cluster knowledge such as assessments, response, evaluations, reports, gaps, analysis, etc.
  • Collect, update, analyze and report timely socio-demographic, epidemiological etc. data
  • Adapt existing in-country IM approaches for collecting, analysing and reporting sectors activities and resources, and identifying information gap
  • Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to decision making.
  • Support the estimation of spatial and temporal gaps, overlaps and coverage of sectors/Cluster activities and projects
  • Manage flows of information and dissemination in an appropriate way, including website management
  • Manage an inventory of relevant documents on the humanitarian situation.

Monitoring and reporting:

  • Maintain information on all current and potential partners, their capacities and areas of work
  • Ensure the ‘Who does, What, Where, When (4W)” matrix and database is up to date meets the needs of sectoral/Cluster partners
  • Provide IM leadership in assessments and monitoring, including joint assessments and training.
  • Support the development and analysis of needs assessment and monitoring programmes
  • Provide recommendations on level of achievement of humanitarian results as well as on tools and processes to continuously improve all aspects of information management, incl. dissemination
  • Maintain up to date inventory of baseline data, including population disaggregated by age and gender
  • Support sectors/Clusters with timely information on data/information for reporting
  • Collate data on humanitarian response, including feedback from the affected population

Information management

  • Adopt and promote the use of information management global and national standards and policies among sectors/Cluster partners.
  • Collect, store, compile, manage, analyze and represent relevant reference datasets and perform data quality and consistency control
  • Lead on the preparation and analysis of spatial and temporal data with emphasis sectors/Clusters related plans, targets, coverage, gaps, achievements.
  • Perform data analysis to assist the process of program and project planning, management, monitoring, evaluation & reporting.
  • Ensure that information management activities support national information systems.
  • Participate in sector coordination meetings and humanitarian Information management working groups meetings.
  • Develop methods for ensuring the quality of data.
  • Proactively establish and maintain working relations, and share ideas through information management networks and promote synergies with other sectors
  • Provide input to prepare background materials for use in discussions and briefing sessions as and when required
  • Provide advice to relevant sectors/Clusters on the most effective and efficient uses of available information. Prepare briefings and/or trainings as necessary to strengthen capacities.
  • Provide support to improve information and knowledge management systems in the relevant sectors/Clusters by ensuring regular frequency of updates, access, standardization and sharing of information.
  • Ensure that there is effective communication, reporting, engagement and coordination between the sub national and national levels

Mapping/Infographics:

Use GIS, EQUIST, Dashboards for CCEI or online mapping platforms as available to produce or facilitate maps/infographics of relevant sectors/Clusters activities and needs as required

Ensuring IM standards and capacity for continuity

  • Liaise with the respective with partners and exchange and analyse relevant information and caseloads. In particular, ensure that IM standards and policies as respected and feedback is given on appropriateness with suggestions on possible improvements
  • Bring any shortcoming in IM capacity to the attention of the relevant sectors/ Clusters

Any other tasks including short term field missions as required.

Required experience:

Experience remark:

A minimum of two years of solid professional work experience at the national and/or international levels in development and emergency programming in developing countries.

Emergency field experience working in humanitarian situations, including deployment missions (with UN-Govt-NGOs) is an asset.

Experience working in a developing country is considered as an asset.

Relevant experience in a UN system agency or organization is considered as an asset.

Language skills:

  • French(Mandatory), Level - Fluent
  • English(Mandatory), Level - Working Knowledge

Area of expertise:

Geographic information systems (GIS) and remote sensing, Database design, administration and maintenance, Software and applications development and analysis

Area of expertise details:

A university degree in social sciences, public health, demography, development planning, statistics or equivalent experience in specific programming area and/or in relevant field is required. Expertise (supported with certificates) in geographic information system, Information Technology, Information Systems, computer science, or related fields is required.
