1. Area of expertise:

Information Management: Health Emergency Information & Risk Assessment Unit (HIM)

2. Purpose of consultancy

The purpose of the consultancy is to develop an emergency health information tool kit to contain all tools required by Health Emergency Information & Risk Assessment Unit (HIM).

3. Background

Effective information management supports decision-making and coordination among partners and helps ensure an appropriate and timely response to the emergency. The Information unit is a critical function of Emergencies, it is responsible for gathering, analysing, and disseminating information as well as monitoring and evaluating related to the emergency response, including situational analyses, risk assessment, and resource availability mapping. HIM is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

4. Work to be performed/Roles and responsibilities.

Output: Develop emergency Health Information Pillar Toolkit

Deliverables:

1. Conduct a needs assessment to identify the information needs of the Health Information and stakeholders.

2. Develop a detailed work plan and timeline for the development of the HIM/IDSR toolkit.

3. Develop information products, tools, and standard operating procedures for the collection, management, analysis, and dissemination of health information during emergencies.

4. Develop training materials for Health Information, including training modules, manuals, and other resources.

5. Ensure that all products are evidence-based, user-friendly, and accessible to target audiences.

6. Work closely with FMoH teams and other stakeholders to ensure that the DHIS2/IDSR toolkit meets their needs and expectations.

7. Provide regular progress reports to HIM team during the consultancy.

8. Conduct training and capacity-building activities for key performance indicators plus DHIS2 and IDSR.

5. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master of business administration, information management, public health, epidemiology, economics, international development, life sciences from a recognized university. Desirable:

· Certified training in monitoring and evaluation.

· Certified training in project or programme management

Experience:

· 7 to 10 years of professional work experience at the national and/or international level in public health, epidemiology, or Information Management, either in the Public or Private sector or other relevant programmes.

· Experience with health data management work, including data collection, cleaning, analysis, and report generation.

· Experience working in the UN or other international development organization is desirable.

Skills / Technical skills and knowledge:

· Excellent knowledge of Microsoft Office programmes

· Excellent knowledge of statistical and data analysis software (STATA, Power-Bi)

· Good understanding of results-based monitoring and evaluation

· Excellent written English skills

· Demonstrated ability to manage complex, multi-stakeholder projects, including work planning and reporting.

· Excellent organizational and analytical skills.

· Excellent interpersonal skills

· Ability to summarize information from diverse sources in a clear and concise manner.

Languages and level required (Basic/Intermediate/Expert):

· Essential: Excellent Knowledge of English.

7. Remuneration and budget (travel costs are excluded):

Remuneration: Level B (High end of range)USD $ 9,980 (Monthly)

a. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 5 months.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
