Background Information - PSC

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Background Information – UNMAS Syria Response

Operating under the mandate of Security Council Resolutions (2165, 2393 and 2449), UNMAS deployed the Syria Response Programme (SRP) at the request of the Deputy Regional Humanitarian Coordinator in August 2015 and subsequently activated the Mine Action Sub Cluster under the Protection Cluster to address the impact of explosive hazards within Syria. UNMAS is the lead agency for the Mine Action Sub Cluster for the Syria Response.

Established in Damascus since 2018, following the signature of a Memorandum of Understanding (MoU) with the Government of the Syrian Arab Republic, UNMAS strives to expand humanitarian mine action in Syria, with the aim to respond to high humanitarian needs. This includes humanitarian mine action activities prioritized in the Humanitarian Response Plan (HRP) for Syria: risk education, victim assistance, survey and clearance.

The conflict in Syria has been characterized by the extensive use of explosive weapons which resulted in large scale explosive hazard contamination, with the presence of diversified types of ordnance. According to the Humanitarian Needs Overview (HNO) 2020 for Syria, 11.3 million people live in communities reporting explosive hazard contamination; men, women, and children, are exposed to the threat of grave injuries and death on a daily basis. Millions of people live with a permanent disability and new conflict-related trauma cases lead to thousands of permanent disabilities requiring long-term and multi-dimensional support.

Functional Responsibilities

Under the supervision of the Information Management Officer, the Information Management Associate will support the Information Management System for Mine Action (IMSMA) for UNMAS, and be responsible for following duties.

  • Assist the Information Management Officer in the regular revision and implementation of internal and external information structures, policies and standard operating procedures to facilitate, support, and promote data and information sharing within the humanitarian and wider community.
  • Contact IM focal points in the field to collect data and ensure information flows in accordance with established information management and reporting standards and procedures.
  • Data collection, quality check, editing, cleaning, preparation, and management of databases of all MA related activities.
  • Compile statistics for regular report as directed by the Information Management Officer;
  • Conduct daily and weekly analysis of data collection. Document the feedback from partners in a systematic way to facilitate analysis and reporting of impact and support the overall accountability of UNMAS and humanitarian actors.
  • Support the compilation and production of operational products from geographic data, population data. 4W data, IMSMA data;

  • Work in partnership with the Protection sector for Mine Action Area of Responsibility (AoR) on production of ad-hoc and regular reports.

  • Maintain strong relationships with reporting partners to ensure all relevant information is captured and documented.
  • Meet multiple reporting deadlines for a variety of clients and through a range of mediums where required.
  • Assist in preparation and printing of informative maps with mine action and other available data;
  • Perform any other duties assigned by the Information management officer and Chief of operations.

Education/Experience/Language requirements

Education

  • A First-level University degree (Bachelors or equivalent) in Information Management, Computer science Geoinformatics or other related fields with a minimum of two (2) years relevant experience OR;
  • Secondary school diploma (high school or equivalent) with a minimum of six (6) years of relevant experience.

Work Experience

  • Relevant experience is defined as experience in the Information Management or Information Technology field
  • Experience with the use of programmes such as, Python, MS Office or Data Management software is required
  • Experience in Geographic Information Systems and analysis is required
  • Experience in database is desired
  • IMSMA or IM Administrative training is desired
  • Experience in topographical map reading is desired
  • Experience in data collection, analysis and presentation is desired
  • Experience usingArcGIS, PowerBI and Google earth is desired

Languages

  • Fluency in English (Writing, speaking and reading) is required
  • Fluency in Arabic (writing, speaking and reading) is required
  • Knowledge of another UN official language is desirable.
