Org. Setting and Reporting

This position is in the Office of the High Commissioner for Human Rights (OHCHR), occupied Palestinian territory country office in Gaza. Under the direct supervision of the Associate Information Management Officer, and overall guidance of the Protection Coordinator, the incumbent will assist in the work of the Protection Cluster for Gaza.

Responsibilities

Within delegated authority, the Information Management Assistant will be responsible for the following duties: • Supports the availability of information for protection partners by maintaining web portals. • Maintains central electronic information management systems by managing users, creating new folders, applying disposition instructions and tracking file circulation. • Manages the access to digital systems containing documents, data, or other information formats and promotes the release of unclassified information. • Contributes to the management of data by collecting, organizing and synthesizing data and information on protection activities for delivery in information management services, products and systems. • Operationalizes document and data standards and promotes them within the team. • Supports the quality of documents and data by enforcing standards throughout the cluster. • Provides timely uploading and maintenance of information in information systems. • Oversees records accessioning operations by supervising staff in receiving transfers; applies retention schedules and links to previous accessions; and breaks accessions into records series and registers identifiers in the Section database. • Oversees records center operations by overseeing space allocations and associated accessions and database updating; responds to emergency disasters; and monitors environmental quality controls and arranges for the resolution of problems. • Oversees contractually stored records by facilitating the establishment of contracts and monitoring compliance; prepares and arranges records for transfer to commercial storage; applies retention schedules and initiating reappraisals and disposals in consultation with archivists; registers actions in the Section database; and provides reference service. Oversees archival arrangement and description operations by identifying, planning and overseeing projects in consultation with Section archivists and in liaison with contractual archivists. • Undertakes archival arrangement and description projects by researching administrative histories and providing records content analysis for purposes of series description preparation and appraisal determinations; arranges records and prepares series descriptions according to archival standards and database protocols. • Oversees reference and research operations by servicing on-site and remote researchers, including the supervision of Reference staff in records identification, retrieval and reproduction services. • Performs research and document delivery services using a range of specialized commercial databases in addition to standard sources and databases. Orders and ensures shipment of documents, reference materials, stationery and necessary equipment to various sites. • Maintains statistics on service and workload measures. • Provides administrative support for the section and unit chiefs and undertakes other duties as assigned.

Work Experience

A minimum of seven (7) years of experience in information management, web publishing, archives, record management or related area is required. The minimum years of relevant experience is reduced to 5 for candidates who possess a first-level university degree or higher. Experience in GIS and cartographic outputs is desirable. Experience in collecting and organizing data is desirable. Experience working in humanitarian settings is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Arabic is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
