Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary ­General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015­2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This is a UNDRR and United Nations International Children's Emergency Fund (UNICEF) joint initiative to develop a subnational INFORM (Index for Risk Management) - Children's Climate Risk Index-Disaster Risk Model (CCRI-DRM) risk index for South Sudan. INFORM is a way to understand and measure the risk of humanitarian crises and disasters. It is a risk-assessment tool that can support strategic and programmatic decisions about crisis and disaster resilience, preparedness, early warning and response. INFORM is a collaboration of the Inter-Agency Standing Committee Task Team for Preparedness and Resilience and the European Commission. INFORM is supported by most major humanitarian organizations. An INFORM Subnational model is an INFORM risk assessment that covers a single country or region. INFORM Subnational models support: 1.) Country-specific risk profiling through the selection of indicators that take account of local conditions 2.) Greater flexibility in indicator selection based on local data availability 3.) Higher resolution - risk mapping / profiles at province or local levels 4.) Update schedule based on national planning needs and timeframe of decisions Developing and using an INFORM Subnational model will help improve shared analysis and decision-making in humanitarian and development sectors at country level. It aims to ensure that shared risk analysis is used across humanitarian and development sectors, and that strategies and programmes are better aligned to address the location and types of risks. The CCDRM is adapted from INFORM, building on the same methodology with an additional focus on children’s exposure and vulnerability to climate change and disaster risk. The development process broadly consists of a preparation phase, a development phase and a use phase. During the preparation phase, the local lead (UNICEF) works with partners to assess feasibility, build support and identify resources for the development of the model. The development phase consists of identifying the most important risks to include in the model and the data available for measuring them through a workshop (possibly series of workshops) and follow-up research. Before and during the use phase, the local lead and partners ensure that stakeholders are well trained and technically equipped to understand and the use of risk information) the model is used, maintained and refined as needed and they have access to ongoing technical support if required. This Terms of Reference is for an individual contractor to lead and coordinate the development of an INFORM Subnational model (at Admin 2 level – for 80 counties) for South Sudan. The position is home based with multiple travels to Juba.

Qualifications/special skills

An advanced university degree (Master's degree or equivalent) in information systems, information technologies, computer science, disaster and emergency management, or related area is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of three (3) years of progressively responsible experience in information management, working with data processing and database management is required. Experience in working with Microsoft Office Applications, in particular Excel, is required. Experience in the design and development of data collection tools, data entry, processing, analysis and visualization techniques is required. Experience in adaptation and processing of indicators for disaster risk reduction related data is desirable. Experience working in international, intergovernmental and governmental organizations in the region is desirable. Previous experience in the development of databases or risk analysis models or working with INFORM is desirable. Previous experience in working with the UN or any other similar international organization is desirable.

Languages

Fluency in English is required.
